WORK WORTH CRORES DONE WITHOUT PUTTING UP BOARDS

ARA------------------------Despite spending more than four crore rupees in a year in Shahpur Nagar Panchayat of Bhojpur district, reports of alleged irregularities in construction works are worrying. Corruption due to ignorance of standards and misuse of government funds due to lack of transparency in the implementation of schemes, case of not putting up public information boards. Unfortunately, it has been observed in Shahpur Nagar Panchayat that the contractors do not put up boards showing the estimated amount of the schemes. This is a serious problem which is a violation of the Right to Information as well as corruption is being promoted here.

According to the latest report of Khabre Aapki, the Nagar Panchayat is following different standards for different schemes, and drains and PCC roads are being constructed under different schemes instead of one scheme in the same street. Apart from this, estimate boards are not being installed at any work site, so that citizens cannot get information about the construction work.

If we start from ward number 01 of Shahpur Nagar Panchayat, the situation is that after the construction of PCC road, the combination of gravel and soil of the road is such that it does not seem that PCC was laid here. It is natural for the public to be angry about the correct implementation of schemes. Because it is the responsibility of the Nagar Panchayat to ensure proper use of the funds allocated for development works.

If we talk about ward number 02, then the Nagar Panchayat government has been very kind to a particular person. PCC has been laid inside the boundary wall of that person's big house and the said person has installed a gate right in front of the road. The question here is whether the allocation of government funds was done properly and as per the requirement?

The condition of ward number 03 is such that a complaint of rigging in the construction of PCC road and drain from Parmatma Sharma's house to Bhuali Yadav's house has been made by Deputy Chief Councilor Jhuniya Devi. After a lot of uproar, withdrawal of money was stopped. But according to the budget, a total of more than four crore rupees has been spent in the last financial year. In the on-the-spot investigation of the estimated amount of the scheme and the amount withdrawn, the scam of the scheme amount cannot be denied.

If we talk about ward number-04, the board of the estimated amount of the scheme has not been installed. Whereas according to the rules, it is very important to install the estimate board at the project site before the construction of the road. The government has strict guidelines that the board has to be installed at the project site.

If we talk about ward number-05, here also the PCC road has been re-cast without installing the estimated amount board. People say that by installing the board, complete information about the estimated amount and maintenance amount and the date of commencement and completion of the work, the length of the road and the materials used in the road construction could have been obtained.

If we talk about ward number-06, the PCC road has been re-cast. Which is giving proof of two inches of casting in many places by the uprooted sheet. People are raising questions on the quality of construction work of the departmental contractor. The board of the estimated amount has not been put up.

From ward number 07 to ward number 11, the current situation is that in some streets, the construction of drains is being done by brick soling, while in some streets, the slope RCC drain is being constructed directly on the ground. The work is being done against the natural direction of drainage. The picture of brick soling being used in the construction of drains in the wards of the city cannot be denied as evidence of its poor quality.

Tender has to be done for schemes worth more than 15 lakhs: Shahpur -schemes If the amount of any scheme under the Nagar Panchayat is more than 15 lakh rupees, then the process of tender will have to be adopted. In which the interests of the officers and employees of the Nagar Panchayat will be relatively affected. Due to which the construction work of drain and road of the same street is being done under different schemes. So that the amount of the work plan does not exceed the amount of Rs 15 lakh. So that they can avoid the process of tender. Estimation board not installed at the project site: It is necessary to install an estimate board before starting any project. But in Shahpur Nagar Panchayat, not a single estimate board of any project is visible. Due to the absence of an estimate board, people are not able to get information about the projects. Works of various projects have been done without installing estimate boards at various places in the city.

Due to the absence of boards related to estimates at the work site, people are not able to get complete information about the work. In such a situation, the contractor works arbitrarily. Many people told that if the board is installed before the work, people start looking at other things including the quality of the work being done there. To avoid this, the board is not installed by the contractor before the work. Whereas according to the provision, it is mandatory to install a board at the site before starting the work. All the information related to the construction has to be given in it.
