Bihar, which has invented new and unique ways for corruption, has done another feat, the mining department has issued challan for 285 trucks of sand in just 3 seconds, and that too not for one day but continuously. It is not that only one sand stock license holder has done this, but everyone has done this by adopting a unique way to take a dip in the Ganga of corruption and the system has fully supported them. Tarunmitra had published a news on July 01 regarding the large scale scam, titled: The system is not able to see illegal sand stock worth Rs 250 crore in Arwal, is the system not a partner of sand mafia? When the stock of Arwal's sand stock license holder Pintu Kumar - 0209290302 was inspected on the NIC portal authorized by the mining department, it was found that the license is from 19/03/2025 to 31/12/2029. In a brief investigation, it was found that from 01 April 2025 at 9:03 am to 01 April 2025 at 9:04 am, i.e. in 01 second, challans were issued for 49 sand trucks. From 02 April 2025 at 09:08 am to 02 April 2025 at 09:11 am, i.e. in just 03 seconds, challans were issued for 286 sand trucks. Similarly, from 09:07 am to 03 April 2025 at 9:08 am, i.e. in just 1 second, a record was created by issuing challans for 221 sand trucks. From 09:05 am on 04 April 2025 to 09:10 am on 04 April 2025, i.e. in 05 seconds, 256 sand trucks were challaned. Which is clearly visible on the mining department portal. It is written on the challan that it is Received by Stockist. Trucks from Assam and UP have been used on a large scale for sand stock, the vehicle number is mentioned on the challan. In 5 days, 1091 trucks were challaned, in which only 02-05% are vehicles from Bihar, all the vehicles are from other states outside Bihar.
When the sand stock mentioned on the portal of another sand stock license holder of Arwal, Rana Uday Pratap Singh- 0217680301, was inspected, a shocking case came to light. From 09:03 am on 23 April 2025 to 09:08 am on 23 April 2025, i.e. in just 05 seconds, sand challans of 162 trucks were issued. Trucks from Nagaland, Tamil Nadu, UP, Himachal Pradesh, Punjab, Gujarat, Haryana were used in this. Only 4-6 trucks from Bihar were there in this. Sand stocked on license number- 0206800301 from 08 June 2025 to 10 June 2025 is suspicious. Sand has been stocked from trucks from other states, mostly from Assam. About 35 licenses for sand stock in Arwal district have been given by the then District Mining Officer and something similar has happened on all sand stock licenses, which raises questions on the conduct and behavior of the then District Mining Officer. If sources are to be believed, the then District Mining Officer and Mining Inspector couple had connivance with the sand mafia and had given them liberty to loot. Patna district has the highest number of sand stock license holders in Bihar, the license numbers displayed on the portal are respectively 2617680304, 2629780301, 0217680301, 2609290304, in the name of Rana Saurabh – 2623440303 / 2623440304 / 2623440305 / 2623440302/ 2614860349/2623440306 / 2623440307, (7 licenses in the name of one person) Rana Uday Pratap Singh – 2617680304 / 2617680303 Rana Raju Pratap Singh – 2616130303 / 2616130303 but the story of sand stock is also similar. The sand currently stored on NH 139, from Bikram Gorakhdi turn to Bikram Nagar and Dadupur turn is adjacent to the National Highway and the then District Mining Officer has given the license by ignoring the rules. Most of the sand stock license holders in Patna did not install CCTV cameras while stocking sand, in addition, they stocked stolen sand without challan and did the paperwork by taking challan of another district. This is the reason that an attempt has been made to escape by challaning 286 trucks of sand in just 3 seconds, but there is a saying that a thief has a straw in his beard, this straw has exposed their black deeds. When the truck owners of Nagaland were contacted in this regard, they told that my vehicle (truck) has never gone to Bihar for sand or for sand business. Now it remains to be seen what is the attitude of the mining department, what does the Mining Minister cum Deputy Chief Minister of the state Vijay Sinha do in the election season.
