Forget more or less, out of 1.25 lakh crores, not even a single rupee of negation came into the account of Bihar, just like 15 lakhs did not come into the account of any citizen of the country. Seeing this kettle and tea cup, you must be getting some questions in your mind. So I will answer. The thing is that Modi ji is very fond of discussing tea. So now when Modi ji is coming to Motihari again, it is very important to convey to Modi ji the 'Mann Ki Baat' of the people of Bihar about the discussion on tea and the sugar that sweetens the tea. This is the reason why we have brought tea for Modi ji but it is bland. It is bland because in 2014 when Modi ji came to Motihari on an election tour, he had said that I will come to Motihari next time only when the 'sugar mill' here starts functioning and I will drink the sweet tea made from that sugar. This fraud in the name of Special Intensive Revision (SIR), this rigging, looting of democracy in broad daylight does not shame you at all, Modi ji? We knew that as the time for Bihar elections is coming closer, the throne of BJP 'Thugbandhan' is shaking in Bihar, but you yourself are so scared that you not only did not let EC remain 'Election Commission' but also converted it into 'Election Chori' branch, as the country's Leader of Opposition Rahul Gandhi said in a tweet today.

It is necessary to break this shamelessness, this pride, this arrogance. This time the people of Bihar will not forgive!  Is it not true that in 2021-22, the Modi government itself had considered the Aadhaar card as a valid identity card for voter ID card in Article 23 (4) of the Representation of Peoples Act. Then how did Aadhaar become 'baseless' overnight? Do you want to remove the names of those 3 crore labourers of Bihar, who have gone to other states to work as labourers under compulsion and who are registered on the Centre's e-Shram portal, from the voter list? Modi ji, in 11 years, you could not show your degree, now you are asking the people of Bihar for a document proving that you are a Bihari. This is a great injustice!

2) Second question - The area which was once considered the centre of knowledge has become the centre of crime today. Calling it 'Gundaraj', 'Jungleraj', 'Ravanraj' is no exaggeration now, this is the truth of Bihar. Today itself a murder was committed in broad daylight in the ICU of Paras Hospital in Patna. And if this is not so, then Modi ji, we will ask that when you come to Bihar, why do you not bring the reports of National Crime Bureau in your defense?

The life of the common man is passing in the shadow of fear. There is fear inside the house, there is fear in the open neighborhood, there is fear in the deserted streets, there is fear of getting trapped in the crowd, there is fear in the darkness of the night, there is fear even in the open early in the morning. And this is confirmed by the figures that I am going to tell you. While the total number of crimes in Bihar in 2005 was 1,07,664, in 2022 this number increased to 3,47,835 - that is, there was a staggering increase of 323% in crimes. In murder cases, Bihar ranks second in the country after Uttar Pradesh. 53,150 murders have been registered in the 17 years of Nitish rule.

Bihar also ranks second in the country in cases of attempt to murder. A total of 98,169 incidents took place during the Nitish government, which shows an increase of 262%. - Heinous crimes in Bihar – such as murder, rape, kidnapping, ransom, robbery – increased by 206%. 5,59,413 such cases were registered in 17 years.

Crimes against women have increased by 336%. A total of 2,21,729 women became victims of crimes. Of these, 1,17,947 cases are still pending in the courts and the rate of pending cases is 98.2%. There has been a horrifying increase of 1,097% in the kidnapping of women. There has been a shocking increase of 7,062% in crimes against children. A total of 62,830 innocents became victims of crime during this period. Bihar is also second after Uttar Pradesh in the case of Dalit oppression.

3) Third question - It is being heard that the Prime Minister is going to do the Bhoomi Pujan of some National Highway projects. So the first question to him is why the previously announced projects are in such a bad state? If the old national highway projects are in a state of nothingness, then what magic will he do by making new announcements???

The physical progress of Bihar's national highway projects is 40% or less. That means not more than 40% work has been done in any national highway project of Bihar. Some have not even started - zero, zero, zero, just like the AIIMS of Darbhanga was built in the last election. So see, Modi ji makes announcements, but does not implement them on the ground. That is, the Center gives only 70-72 thousand rupees. Modiji's name is big but his vision is so small.

The Parliamentary Committee recommended to the Central Government that it is not possible to build a house in such inflation. When the committee asked the government what it did to increase the assistance per unit, the government replied that the Union Cabinet extended the Pradhan Mantri Awas Gramin Yojana for five years on 09-08-2024 but the provision in it is only Rs 1,20,000. The truth is that in Bihar, one has to pay a bribe of 20 to 30 thousand rupees for PM housing. Prime Minister ji, please tell in your speech why you do not give enough money for the housing of the poor? For yourself, a suit worth 10 lakhs, glasses worth 1.5 lakhs, a car worth 12 crores and a plane worth 8,000 crores and for the poor???

4) Now the next two questions - Why did the BJP-JDU government trap teachers in the lottery net and why did it sell the future of students by paper leak?

Prime Minister ji, your BJP-JDU alliance government has ruined the education system of Bihar to such an extent that now the future of students, paper leak and teachers, both have fallen prey to lottery slips.

A three-member committee - Vice Chancellor, Registrar and Governor's representative - are appointing principals by drawing slips of names of colleges.

How recruitment of teachers has become a lottery game is evident from Patna Science College. This educational institution was called the Cambridge of the East. Students coming out from here have proved their talent in IIT, ISRO, BARC, DRDO, UPSC and international institutions. This college has been the center of talent of Bihar - especially for students from middle class and rural background. But today the situation is such that on 2-3 July 2025, the appointment of the Principal was done through lottery system. Alka ji is from home science field and Hajip is from Bihar.

She used to teach in a women's college and was made the principal of the science college through the lottery system, despite not having a science background.

Not only this, the BJP-JDU alliance government has implemented this distorted process in five prestigious colleges of Patna University, due to which the principal's post is being distributed on the basis of a slip of paper, disregarding qualification, experience and subject expertise. I will give some examples -

- Suharli Mehta was a professor of Home Science College and was being considered as the next principal of Magadh Mahila College, but she was sent to Commerce College through lottery - a college of a subject in which she has no expertise.

A male principal was appointed in the women's college. Nagendra Prasad Verma was a professor of history and he was made the principal of a women's college. This happened for the first time in the history of this college.

 In this historical college established in 1863, which has been a center of social science and humanities, a chemistry professor Anil Kumar ji was made the principal.

Yogendra Kumar Verma was also sent to law college through lottery, though his specialization also does not match the subject.

It is important to bring all this in front of the media because 115 principals are to be appointed in 13 universities of Bihar. This experiment started in Patna University and now it is being implemented in the entire state. But how will Modi ji answer? These days he himself is choosing the Chief Minister by sowing Akkad, Bakkad Bamba. Whoever his finger stops on, his luck shines.

5) Fifth question - Modi ji, why did your thug alliance government sell the future of the youth of Bihar through paper leak? In Bihar, under the patronage of BJP-JDU government, a huge business of paper leak and scams is going on in government recruitments. In the last 7 years, more than 10 cases of exam paper leak have come to light in the state. Poor parents from far-flung villages and towns of Bihar sacrifice their own needs, give up their comforts and ambitions and send their children to the city for studies, get them coached year after year, prepare them. And then the papers of big exams get leaked. When the golden dreams of the youth preparing for the exam and their families are shattered, then what is the sting and pain of it - to know this, you do not need a 56" chest, but a heart that beats for the people, which Modi ji does not have.

 2017: The question paper of the constable recruitment exam was leaked due to which the exam had to be canceled. 21 FIRs were registered in this case. But the investigation is still going on. You must have heard that Justice delayed is Justice denied, but here in Bihar it has no meaning.

 2019 and 2021: The police recruitment exam itself was breached and the papers of Bihar Police Recruitment Exam were leaked.

2021-22: The question paper of the excise department exam was leaked. Investigation is going on by the EOU.

 2022: The question paper of BPSC 67th preliminary exam was leaked. In this case, 21 FIRs were registered but nothing happened. The investigation is still going on.

2023: In February 2023, the paper of the constable recruitment exam was leaked, due to which the exam had to be canceled. The center superintendent of BPSC was arrested by EOU.

 2023: The question paper of the Amin recruitment exam went viral through social media. In this case, FIRs were registered in many districts including Patna.

2023: The paper of the much talked about NEET exam across the country was also leaked. The paper leak was confirmed from Patna. This matter remained in the headlines all over the country.

2024: Paper leak was confirmed in the BPSC teacher recruitment exam.

2024: The question paper in the CHO recruitment exam of the State Health Limited was also leaked through WhatsApp before the exam.

Sometimes it seems that Modi ji himself could not pass by studying, so he has decided that wherever the government We will make it, we will not let anyone study or pass there.
