The Department has taken note of Executive Order No. 14324 issued by the U.S. Administration on July 30, 2025, under which the duty-free de minimis exemption for goods valued up to US$800 will be withdrawn effective August 29, 2025. As a result, all international postal items to the U.S., regardless of their value, will be subject to customs duties as per the country-specific International Emergency Economic Powers Act (IEEPA) tariff framework. However, gift items valued up to US$100 will remain duty-free.

DELHI--------------------------The Department has taken note of Executive Order No. 14324 issued by the U.S. Administration on July 30, 2025, under which the duty-free de minimis exemption for goods valued up to US$800 will be withdrawn effective August 29, 2025. As a result, all international postal items to the U.S., regardless of their value, will be subject to customs duties as per the country-specific International Emergency Economic Powers Act (IEEPA) tariff framework. However, gift items valued up to US$100 will remain duty-free.

The Executive Order requires that duties be collected and remitted on postal shipments to transportation carriers transporting goods through the international postal network, or to other “qualified parties” approved by U.S. Customs and Border Protection (CBP). Although CBP issued some guidelines on August 15, 2025, several key processes related to the designation of “qualified parties” and the duty collection and remittance mechanism remain undefined. As a result, air carriers to the US have expressed their inability to accept postal consignments after August 25, 2025, citing lack of operational and technical preparedness.

In view of the above, the Department of Posts has decided to temporarily suspend booking of all types of postal items to the US from August 25, 2025, except for letters/documents and gift items valued up to USD 100. These exempted categories will continue to be accepted and dispatched to the US, pending further clarification from CBP and USPS.

The Department is closely monitoring the situation in coordination with all stakeholders, and every effort is being made to normalise services at the earliest.

Customers who have already booked material that cannot be sent to the US due to these circumstances may seek a postage refund. The Postal Department deeply regrets the inconvenience caused to customers and assures that every possible measure is being taken to restore full service to the US as soon as possible.
