PATNA----------------------------Bihar Deputy Chief Minister and Revenue and Land Reforms Minister, Vijay Kumar Sinha, continued his detailed and in-depth review of departmental work for the third consecutive day on Thursday in his office chamber. All senior officers, including the Principal Secretary of the department, C.K. Anil, were present at the meeting.
Expressing serious concern over the increasing number of land disputes and the involvement of mafia elements preparing forged documents in the state, the Deputy Chief Minister said that such elements harass the general public by dragging them to court. He clarified that as soon as such complaints are received, a high-level team will be formed to investigate, and strict action will be ensured against the culprits under the relevant sections of the Indian Penal Code.
He also said that if necessary, a new law would be enacted with the cooperation of the central government to prevent such cases. Referring to the increasing complaints related to e-measurement, he directed that it be strictly monitored so that landowners can easily get their land measured and the arbitrary actions of surveyors can be stopped. He directed that an assessment report of the work of surveyors deployed in all circles be submitted. He also informed that the proforma prescribed by the department for e-measurement reports is now being made mandatory.
To address the difficulties faced by citizens due to old land documents being in the Kaithi script, the Deputy Chief Minister directed the creation of a district-wise panel of Kaithi script experts and the display of their list in circle offices. He also emphasized the need for widespread publicity of this initiative.
In the meeting, the Deputy Chief Minister and Revenue and Land Reforms Minister said that a detailed action plan should be prepared to increase the number of users of the Bihar Land Portal. Keeping in mind the convenience of the general public, the Deputy Chief Minister instructed all registration offices to disseminate the information that applications for mutation should be submitted within 90 days of registration so that the work can be completed within the stipulated time. The meeting was attended by the department's secretary Jai Singh, secretary Gopal Meena, special secretary Arun Kumar Singh, Director of Consolidation Directorate Rakesh Kumar, Director of Land Records and Survey Directorate J. Priyadarshini, Director of Land Acquisition Directorate Kamlesh Kumar Singh, Additional Secretary Dr. Mahendra Pal, Assistant Directors Ajeev Vatsraj, Mona Jha, OSDs Manibhushan Kishore, Sudha Kumari, Soni Kumari, Anupam Prakash, IT Manager Anand Shankar, Joint State Editor of Gazetteer Section Naresh Kumar, and other officials.
