The education department aims to revise the policy this month and send it to the cabinet for approval, so that it can be implemented throughout the state from the upcoming academic session 2026-27 (April). This proposal was sent to the cabinet before the assembly elections, but it was returned with the suggestion that some points needed revision. Now the department has almost finalized the policy after incorporating all the necessary changes.
The biggest action under the new revised policy is that no government teacher will be allowed to teach in any coaching institute. If any teacher is found to be teaching in a coaching center, the department will take direct action. Operating a coaching center near any government school or government building will also be prohibited. This provision was not clearly defined in the previous regulations.
According to the new policy, no coaching center will operate during school hours. A District Registration Committee will be formed in each district, headed by the District Magistrate, which will approve the registration of coaching institutes. At the time of registration, the coaching center will have to publicly disclose the complete fee structure for all its courses.
The new policy has increased strictness regarding fees; it will be mandatory to publicly disclose the prescribed fees. There will be investigations and direct action against those charging exorbitant fees, legal action against those running coaching centers without registration, and cancellation of registration if the operation does not conform to the claims made at the time of registration. Random inspections will also be conducted from time to time.
The Bihar government hopes that this new coaching policy will increase transparency in the education system, curb the coaching mafia, and provide students and parents with a safe, proper, and affordable environment. The message of the new policy is clear: coaching centers will operate in Bihar, but according to the rules, not arbitrarily.
