The viral video of the primary school in Jai Prakash Nagar clearly shows that children from five classes are being seated in one classroom and taught on a single blackboard. Prashant Kishore, the architect of public governance, took a dig at Bihar's education system, saying, "We are spending 40,000 crore rupees every year on education in Bihar, but not even 40 children are able to study well." There were schools in Bihar's villages and blocks, where people graduated and reached great heights. In Bihar itself, there were more than ten such institutions, including Netarhat, Langat Singh College, Patna Science College, and Patna College. Beyond these, there were one or two such schools in every block where people could make a living through their studies. I told you that in the pursuit of an equitable education policy, you opened schools everywhere. You ignored their quality, their facilities, and the education provided there. If we want to improve this, we will have to make arrangements to ensure children get to school instead of building schools in every village. The concept of Jan Suraj, which we have studied, shows that we are currently spending 40,000 crore rupees every year on education. Not even 40 children are graduating with a good education. It would be better if one-third of our envisioned budget—that is, 15,000 crore rupees—were used to create a new Netarhat-level education system in every block of Bihar. If one school is built in each block every year, then five good schools will be built every year. If bus or vehicle access is provided, children will also be able to access it. By doing this, we will be able to create a new education system.
Officials in Bihar can force teachers to sit in school, but not to teach: Prashant Kishore Prashant Kishore further stated that the current government effort is to force all teachers to sit in school. Even if a teacher sits in school, how can you force him to teach? There are no accommodations for teachers in villages. If his own child falls ill, there are no medical facilities, so how will he stay there?
In both education and health sectors, it would be better to open only two schools or hospitals, but run them well. Build at least three to five world-class institutions in every block in the education and health sectors. Instead of the 25, 30, or 40 institutions you've created, where you're merely distributing khichdi and allowing theft. We're spending this money; it's not that the Bihar government isn't spending it. The education budget in Bihar is 40,000 crore rupees, and just look at the state of the schools and see what's happening.
