PATNA--------------------------The Bihar Education Department has initiated the block and school allocation process following inter-district transfers. 27,171 teachers received districts in two phases, and now online block options will be taken until December 5th.

The Bihar government's Education Department has initiated the next crucial phase for teachers allocated districts under inter-district transfers. The department has issued a detailed guideline for block and school allocation, which will be followed compulsorily in all districts across the state. The objective of this process is to make teacher transfers more transparent, scientific, and need-based, ensuring a balanced subject-wise availability of teachers in all schools.

According to factual information released by the Education Department, in the first phase of inter-district transfers, 24,732 teachers were allocated districts out of a total of 41,684 applications. However, many teachers were not allocated due to the lack of vacancies corresponding to their options. The department again took district options from such teachers, after which 2,439 teachers were allocated districts in the second phase.

Thus, a total of 27,171 teachers have been allocated new districts under inter-district transfers in both phases. According to departmental officials, the next phase of the process will now be conducted entirely online in a time-bound manner.

Teachers who have received new districts will now be asked to choose five blocks online. This process will run from November 24th to December 5th, 2025, through the e-Shikshakosh portal. Teachers have been advised to prioritize their blocks based on their subject-wise vacancies. Instructions have been issued to all districts in the state, including the Madhubani district administration, to begin preparations for the smooth conduct of this process. Departmental officials have clearly instructed that the entire process, from option collection to allocation, should be conducted in a technically secure and transparent manner.

Block allocation will be done by an Establishment Committee chaired by the District Magistrate. This committee will allocate blocks through software based on available vacancies block-wise, class-wise, and subject-wise. This phase will run from December 10th to December 15th, 2025.

Notably, if a teacher does not opt ​​for five blocks, their district allocation will be automatically canceled. Such teachers will be considered posted in their previous district and school. The Education Department has clarified that no relaxation will be granted in this rule.

After the block allocation is complete, the final and crucial phase of school allocation will be conducted from December 16th to December 31st, 2025. The priority order will be strictly followed. Regular teachers will be allocated first, followed by special educators, and then school teachers (TRE-1 and TRE-2). Additionally, women with disabilities, men with disabilities, general women, and finally general male teachers will be given priority based on age.

After school allocation, all teachers will be required to join their new school by the date specified in the order. Departmental action is also possible for non-compliance. During school allocation in Madhubani, it will be ensured that teachers are assigned first to schools with full vacancies in a particular subject. Two teachers will not be assigned to any subject until at least one teacher for that subject is available in all schools in the district. The student-teacher ratio will also be displayed on the screen, ensuring that teachers are posted first where the need is greatest. This is expected to make the education system in the district more balanced and effective.

Additional Chief Secretary of the Education Department, Dr. B. Rajendra, has strictly instructed all districts to complete the entire process in a timely, transparent, and software-based manner. He has stated that there will be no scope for human intervention or opacity at any level in the teacher transfer process. Implementation of the new system will increase the chances of thousands of teachers receiving the blocks and schools of their choice, while the availability of subject-specific teachers in schools will also strengthen the teaching system.
