ARA-------------------------The black marketing and artificial shortage of non-judicial stamps (₹1000 denomination) in Bhojpur district has exposed the judicial and administrative system. Vendors are harassing both the general public and the legal community.

The facts are: Only 10–20 stamps are being issued to each vendor from the treasury. Vendors are openly selling ₹1000 stamps for ₹1400–₹1500. Due to the negligence and corruption of the Registration Department, there is insufficient supply from the Nashik printing press. Departmental officials and ministers are allowing the public to be exploited by waiting for a “convenience fee.” The legal community is outraged. “Why cheat the public? – Stop the black marketing of stamps!” “Punish the corrupt – put the stamp mafia in jail!”

This situation not only constitutes economic exploitation but also hinders the judicial process. Ordinary people are forced to pay far more than the market rate to purchase stamps for their work. This has seriously damaged the image of the Bihar government.

Advocate Pramod Rai demanded 1. A high-level investigation should be conducted into the black marketing and artificial shortage of non-judicial stamps in Bhojpur district. 2. Strict administrative and legal action should be taken against the guilty departmental officials, vendors, and ministers. 3. Regular and transparent supply of non-judicial stamps should be ensured throughout Bihar.

If immediate action is not taken, the legal community and the general public will be forced to resort to protests, demonstrations, and violent agitation.

He in a letter to the Chief Minister demanded high level inquiry into the blackmarketing of stamps. He said that a serious problem has arisen regarding the availability of ₹1000 denomination non-judicial stamps in Bhojpur district. Vendors are creating artificial scarcity and engaging in black marketing. The facts are as follows: Only 10–20 stamps are being issued to each stamp vendor from the Treasury. As a result, vendors are selling ₹1000 denomination stamps for ₹1400–₹1500. The Registration Department is not receiving adequate supplies from the Nashik Printing Press, which is further exacerbating this situation. It has been reported from reliable sources that the concerned departmental officials/ministers are obstructing the supply on the basis of convenience fees. This situation is seriously affecting the general public, the legal community, and government work, and is tarnishing the image of the Bihar government. He requested high level inquiry be conducted into the black marketing and artificial shortage of non-judicial stamps in Bhojpur district. Strict legal and administrative action be taken against the guilty departmental officials, vendors, and minister. Regular and adequate supply of non-judicial stamps be ensured throughout Bihar. Given your clean image and transparent administration, we are confident that this serious problem will be resolved promptly.
