BHABHUA------------------------There are complications in the schemes for the upliftment of Dalits and settlements, if nothing is visible on the ground, then the representatives, officers and their agents are playing the game of recovery. Kaimur-- Many schemes being run by the Central Government and the State Government for the upliftment of Dalits and settlements in the district, state and country are seen to be successful on paper in most parts, but nothing is visible on the ground. The eligible beneficiaries are facing many complications in making the schemes a reality on the ground. There is a group of many schemes started by the Government of India and various state governments for the welfare and development of the Scheduled Caste community. The objective of these schemes is to empower the Dalit community economically, socially, and educationally, to provide better education, health services, employment opportunities, social security, and other welfare facilities to the people of the Dalit community, so that they can come out of social discrimination and backwardness and join the mainstream. If we look at the present time, Bhim Samagra Seva Abhiyan was started from 14th April, under which Baba Saheb Ambedkar Sambal Yojana is a scheme for Dalit settlements in the name of Ambedkar, where more than 50% of the population is from Scheduled Castes, whose aim was to ensure infrastructure and development works.
Chiraiyatand Tola located in Odar village of Sonhan Panchayat under Bhabhuan block area of Kaimur district, where 98% Dalit people reside. There is enough land for lane and drain in the entire settlement, but no drain has been constructed for water drainage, there is no road construction in the entire settlement, school is at a distance of about two to three kilometers, there is Anganwadi center in Dalit settlement but there is no road to reach there.
If the people of the same settlement are to be believed, most of the people have not yet got the benefit of any scheme issued by the government. Ration card, Aadhar card, employment guarantee card, health card, birth certificate, including housing and no land for housing construction for landless. Residents of the local Dalit basti, including Ganga Ram Musahar, Mahendra Musahar, Sanjay Ram, Reena Devi, Vinod Kumar Ram, say that the people's representatives and the officials' agents come from time to time and ask for the solution of the problems, but as soon as the problems are discussed with them, they demand money, which none of us have, so we are unable to get the benefit of any scheme.
If seen on the ground, then the people's representatives, officials and their agents are only playing the game of money transactions under the Dalit and Dalit basti upliftment schemes. The benefit of which is being taken only by the rich in the name of caste.
