PATNA-----------------------The state government is going to launch a civil services incentive scheme for persons with disabilities for the first time. Under the Chief Minister's Empowerment Scheme for Persons with Disabilities, 'Sambal', financial assistance will be provided to male disabled candidates from Backward Classes, Economically Weaker Sections, and General Category who qualify in the preliminary examinations of the Civil Services conducted by the Bihar Public Service Commission (BPSC) and the Union Public Service Commission (UPSC). Until now, this scheme was available only to candidates from other categories.

According to the Social Welfare Department, disabled candidates who clear the preliminary examination will be given an incentive of Rs. 50,000 for BPSC and Rs. 1 lakh for UPSC to prepare for the main examination and interview. The objective is to encourage disabled youth to participate in higher administrative services and to reduce the financial challenges they face during their preparation. Online applications under this scheme will be accepted soon.

The state government has set several criteria for candidates to avail the benefits of the Disabled Persons Civil Services Incentive Scheme, including that the candidate must be a permanent resident of Bihar. They must possess a certificate of belonging to the Backward Class, Economically Weaker Section, or General Category, and the candidate's disability must be 40 percent or more.

In addition, the candidate must have qualified in the preliminary examination of the Civil Services. The scheme also stipulates that the candidate should not be currently employed or working in any government/public sector undertaking (board or corporation) funded by any state or central government. Furthermore, a candidate will receive the incentive amount only once, even if they qualify in the preliminary examinations of both types of civil services (competitive examinations conducted by BPSC and UPSC).

In the online application process, candidates will have to upload their latest photograph, signature, residential certificate, caste/category certificate, and disability certificate on the designated portal. Candidates will also be required to provide their UDID card, self-attested copy of the admit card and application form of the relevant examination, documents related to the preliminary examination answer sheet, copy of Aadhaar card, mobile number, and active email ID. In this regard, the Secretary of the Social Welfare Department, Bandana Preyashi, said that the portal is currently scheduled to be launched on Friday. After that, eligible candidates will be able to apply and start receiving the appropriate benefits.
