BIHAR GOVERNMENT SHOULD NOW CHANGE THE NAME OF MUKHIA TO ‘PANCHAYAT SEWAK’

In the Panchayati Raj system of Bihar, the post of "Mukhiya" has been a major pillar of the rural governance system. This post is not only a symbol of administrative power, but is also associated with social prestige. But in view of the changing social environment and democratic values, it has now become necessary that this post be associated with a new approach and new identity. In this sequence, this proposal is worth considering that the name of "Mukhiya" should be changed to "Panchayat Sevak".

RAJIV NAYAN AGRAWAL

ARA-----------------------------In the Panchayati Raj system of Bihar, the post of "Mukhiya" has been a major pillar of the rural governance system.

Priority to service spirit: The word "Mukhiya" has a kind of glimpse of power and control, while the word "Panchayat Sevak" reflects the spirit of public service, responsibility and humility. This change makes it clear that the Panchayat representative is not the owner of any post, but a servant of the public.

Strengthening the democratic system: The soul of the Constitution of India is "rule of the people, for the people and by the people". When the name of the post itself is "sevak", the official will always remember that his responsibility is to serve, not to become a ruler.

Moral pressure on corruption and arbitrariness: The word "sevak" itself gives a sense of moral discipline. This will motivate the official towards introspection, which can curb the increasing irregularities and corruption in the Gram Panchayats to some extent.

The word "mukhiya" has been a part of rural identity for decades. In such a situation, a sudden change can create confusion and discontent in the rural society. The society will have to be mentally prepared for this change.

Administrative complexity: Along with the name change, many administrative changes will also have to be made - such as changes in government documents, schemes, training modules, forms, portals etc. This can be a long and expensive process.

Fear of political opposition: Some political parties may oppose this proposal considering it against tradition. The name change can also be publicized as a "political agenda".

Solutions and suggestions: The government should first take public opinion on this idea through Jan Samvad and Gram Sabhas.

Along with the name change, the role, working style and accountability should also be redefined. The real role of the "sevak" should be clarified among the panchayat representatives and the public through training and awareness programs.

This name change from "Mukhiya" to "Panchayat Sevak" will not be just a change of a word, but a change of thinking and approach. This will not only encourage the spirit of public service in rural administration, but will also make democracy more grassroots and accountable. If Bihar starts this initiative, it can become a positive example for the whole country.
