ARA------------------------- The Election Commission has decided to make its process technical and quick to provide timely information on voting trends. This will reduce the delay as compared to the old manual method and information related to voting percentage will be available on time.
Earlier, the regional officer used to send the voting percentage data through phone, message or SMS. The information used to get updated till late night or the next day. This used to cause a delay of 04 to 05 hours in releasing the actual figures and many times it used to create wrong perceptions. The Commission says that this problem will end with the new process.
Under Rule 49S of the Election Conduct Rules 1961, it is necessary for the 'Presiding Officer' of each polling station to give 'Form 17C' to the polling agents after the end of voting. This legal provision will remain the same. Along with this, the 'Voter Turnout' (VTR) app is now being given a new look. Its purpose is to update the data quickly. The new 'VTR App' will now become a part of 'ECINET' and will be fully implemented before the Bihar elections.
According to the Election Commission, Chief Election Commissioner Gyanesh Kumar has been constantly emphasizing on providing information to the stakeholders on time.
Now in the new system, every 'Presiding Officer' will directly enter the voting percentage on the 'ECINET' app every two hours on the day of polling. These figures will be automatically collected at the constituency level. Voting percentage will continue to be published every two hours as before. At the same time, immediately after the end of voting, before leaving the polling station, the 'Presiding Officer' will enter the data in the ECINET app. In case of network not being available, the information can be entered offline and will be synced as soon as the network is available.
