This toilet, awaiting its formal inauguration, will likely never be used, rendering the money spent on its construction completely wasted.
Collusion and corruption among officials, representatives, and contractors in its construction cannot be ruled out. Which official ultimately granted the No Objection Certificate (NOC)? If the work had been carried out with honesty and transparency, such a serious error would not have been possible.
