The rules of the 'Special Intensive Revision' campaign of the voter list going on in Bihar have been changed once again. This is the third time after June 25 that the Election Commission has amended the guidelines.
This new rule has given great relief to the voters - now it will not be mandatory to give any document, but it is necessary to fill the Enumeration Form.
What is the new guideline? The Election Commission of India has clarified that.
It is mandatory for every voter to fill the enumeration form, whether he already has a voter card (EPIC) or not.
Voters included in the voter list before January 1, 2003 do not need to give any document. Only the enumeration form has to be filled and given to the BLO.
Relief has now been given to the voters added after January 1, 2003. Even if the document or photo is not available, just fill the calculation form and submit it.
After this, the Electoral Registration Officer (ERO) will decide on the basis of local investigation or other evidence whether the name will remain in the list or not.
What was the rule earlier? Earlier the Commission had given instructions.
Those whose name was in the voter list before 2003 did not have to give any document - only an extract of the electoral roll had to be given.
Voters whose names were added after 2003 had to give a valid document to prove the date of birth and place of birth.
If the voter was born before 1 July 1987, then only one document was sufficient.
Those born between 1 July 1987 and 2 December 2004 had to give a document of themselves and one of the parents.
If the name of the parents is in the 2003 list, then only an extract of the roll had to be given.

Publication of draft voter list: August 2025. Period of claims and objections: 1 August to 1 September 2025. Publication of final voter list: 30 September 2025.
This new change will provide relief to millions of voters. Now there is no requirement of documents, but filling the enumeration form is mandatory. If this form is not filled on time, the name can be removed from the voter list.
