PATNA------------------------The Revenue and Land Reforms Department has clarified that the strike and dharna being carried out by the Special Survey Contract Workers and Engineers Union is improper and against the rules. Additional Chief Secretary of Revenue and Land Reforms Department Deepak Kumar Singh has issued a letter to all the District Magistrates in this regard and clarified the situation. It has been said in the letter that the contract workers have gone on strike with their five-point demands like regularization of service, preference and pay scale on equivalent post, ESIC facility etc. Their employment has been done under Bihar Special Survey Honorarium Based Contract Employment Rules 2019 and Amendment Rules 2022.

The Additional Chief Secretary has clarified that the contract workers had accepted the condition at the time of appointment that this is a time-bound contract employment and it cannot be converted into regular service under any circumstances. Before employment, all the workers had declared in writing that they would not claim a permanent government job. Despite this, strike and dharna are being done. In the letter, the District Magistrates have been instructed that if the agitating workers try to disrupt law and order or obstruct government work, then strict action should be taken against them as per the rules.
