PATNA---------------------------The fundamental objective of the Panchayati Raj system is to bring democracy to the doorstep of the villages, so that local problems can be resolved at the local level. However, in Bihar, the current form of the Panchayati system is becoming one-sided, where most financial powers are limited to the Mukhiya. The consequence of this is that in many Panchayats, arbitrary actions, favoritism, and imbalances in development work are observed.

The Sarpanch is an elected and constitutional position in the Panchayat, responsible for maintaining justice, social balance, and the dignity of the Gram Sabha (village assembly). But today, the Sarpanch has neither sufficient authority nor financial power to play an effective role in the development process. If the Bihar government grants limited but clearly defined financial powers to the Sarpanch, a balance of power can be established at the Panchayat level.

Granting financial powers to the Sarpanch will naturally control the arbitrariness of the Mukhiya. Decisions will be collective, transparency will increase, and accountability will be established in the implementation of development schemes. At the same time, it will promote mutual cooperation and democratic dialogue in the Panchayats.

In addition, the Sarpanch understands the pulse of rural society very well. If they are given the power to spend on tasks related to Panchayat development, quick solutions to small but essential problems—such as drainage, road repair, and community facilities—will be possible.

Today, there is a need for the Bihar government to review the Panchayati Raj system and develop a balanced, accountable, and effective Panchayat system by granting financial and administrative powers to the Sarpanch as well. This will not only curb the arbitrary actions of the Mukhiya but also ensure the overall and rapid development of the villages. A strong Panchayat is the foundation of a strong Bihar.
