PATNA------------------------Central Administrative Tribunal (CAT) Patna Bench has issued a bailable arrest warrant against the Executive Director of All India Institute of Medical Sciences (AIIMS) in a contempt case. The tribunal has directed the police to present the Executive Director in person on July 25. The division bench of judicial member Rajveer Singh Verma and administrative member Kumar Rajesh Chandra of the tribunal gave this order after hearing the contempt petition filed by Dr. Neha Singh.
Advocate MP Dixit, on behalf of the applicant, told the tribunal that the applicant is working as a blood transfusion officer in Patna AIIMS. The AIIMS administration had deprived her from participating in the appointment process of Assistant Professor. In an emergency situation, Dr. Neha filed a case in the tribunal.
The tribunal had clearly ordered that Dr. Neha be allowed to attend the interview but the AIIMS administration did not comply with the order and denied the applicant from attending the interview. After which a contempt case was filed in the tribunal. Not only this, despite the order, a show cause notice was not filed.
On May 28, the tribunal ordered the then executive director to appear in person in the tribunal on July 11. But that order was challenged in the Patna High Court. The High Court rejected the AIIMS application declaring it invalid.
Despite this, the executive director did not appear in the tribunal on July 11. And informed about challenging the High Court order in the Supreme Court. In its order, the tribunal said that till now no stay order has been obtained from the Supreme Court by the director and not appearing on July 11 is a deliberate contempt of the tribunal's order. The next hearing on the case will be on July 25.
