PATNA-----------------------------The Nitish government has implemented a new rule for the promotion of government officers in Bihar. Under this rule, promotions for officers will no longer be easy. The Nitish government has decided to keep a close watch on the promotion process.

Getting a promotion will no longer be easy for government officers in Bihar. The Nitish government will scrutinize the records of any officer before granting a promotion. Only officers with a clean record will receive promotions. A list of officers will be prepared twice a year. Officers will be under strict surveillance. The government has taken this decision to crack down on corruption. Under this, strict monitoring has been put in place for the promotion process of officers and employees.

According to the information, the Vigilance Department has clarified that before granting promotions to officers and employees against whom FIRs have been registered or against whom charge sheets have been filed, a vigilance clearance will be mandatory. According to the Vigilance Department, a list of officers and employees against whom corruption-related cases have been registered will be provided to the administrative departments twice a year, in January and July. In this regard, complete details up to December 2025 have been sent to all concerned departments, divisions, and districts.

In this regard, the Vigilance Department has issued a letter to all major departments and district offices. The letter states that details of cases registered and charge sheets filed by the Vigilance Investigation Bureau, Special Vigilance Unit, and Economic Offenses Unit are being sent to the concerned offices through CDs. Instructions have been given to update the promotion register based on this information and to determine vigilance clearance accordingly.

The Vigilance Department has clarified that now it will not be decided on the basis of files, but through a transparent list, which officer or employee is clean and eligible for promotion. Also, records of corruption-related cases will be maintained at the district level. However, the Vigilance Department has also clarified that a separate vigilance clearance certificate will not be required for officers or employees whose promotions are due by June 30, 2026. However, this does not mean that the personnel under investigation will be granted any relief. If irregularities are confirmed against any officer or employee, the concerned division or district administration will have to ensure action is taken against them as per rules.

The Vigilance Department has stated that whenever a First Information Report (FIR) is registered against any officer or employee, the information, along with a copy of the FIR, is sent to the concerned division and district. Based on this, a record of corrupt officers and employees will be maintained at the district level so that the actual situation can be assessed before promotions. In addition, the list of suspected and accused officers and employees will also be available on the Vigilance Department's website.

Departments have been instructed not to promote any employee or officer without reviewing this list. In cases other than promotions, if vigilance clearance is required, a request can be made to the Vigilance Department as per rules. Through this strict system, the government has sent a clear message that a zero-tolerance policy against corruption is in effect. Now, it will be decided based on a transparent list and vigilance clearance whether an officer is eligible for promotion.
