3 OUT OF 4 VOTERS IN BIHAR HAVE SUBMITTED THEIR COUNTING FORMS: EC

DELHI---------------------------14 days before the last date for submission of counting forms, more than 74 per cent of the 7,89,69,844 (about 7.90 crore) voters in Bihar have already submitted their forms. In the second phase of SIR, BLOs are going door-to-door to assist voters and collect their filled counting forms. Field level officials, including 38 District Election Officers, Returning Officers (EROs) and 963 Assistant Election Officers (AEROs) of all 243 Assembly constituencies are regularly monitoring the progress of SIR.

Digitization and uploading of counting forms is going on smoothly. In line with Para 3(h) of SIR guidelines, BLOs have successfully digitized and uploaded 3.73 crore counting forms out of the total counting forms collected so far through BLO App/ECINET. Today, a new module has been implemented in ECINET for verification of the forms uploaded by AEROs/EROs.

Till 6 PM today, 5,87,49,463 enumeration forms, which is 74.39% of the total forms, have been collected in the last 17 days since the issuance of SIR instructions on 24th June, 2025. Enumeration forms can be submitted before 25th July, 2025.

77,895 BLOs, 20,603 newly appointed BLOs and other election officials are working tirelessly to complete this task on time. More than 4 lakh volunteers, along with 1.56 lakh Booth Level Agents (BLAs) appointed by all recognized political parties are helping the elderly, Divyaangjan, sick and vulnerable population, resulting in collection of 74.39% enumeration forms.
