ARA-------------------------In the Shahpur Nagar Panchayat (Town Council) area of ​​the district, the responsibility for managing sanitation and waste disposal has been entrusted to a new NGO. The townspeople had high hopes that the condition of their streets and lanes would finally improve. However, the sheer state of disarray and mismanagement that came to light on the very first day of this administrative transition has not only cast a shadow of doubt over the NGO's operational capabilities but has also plunged the town back into a chaotic state reminiscent of the old adage, "Andher Nagari" (a land of utter lawlessness and absurdity). With the launch of the cleanliness drive, it became evident that preparations at the grassroots level were completely absent. The primary concern among ordinary citizens is that the NGO has neither deployed an adequate number of sanitation workers nor ensured the availability of the necessary resources for waste management. If the resources required for the task have not even been mobilized, how can the goal of cleanliness possibly be achieved? This reflects not merely negligence, but a profound indifference toward public service.

The most alarming aspect of this entire episode is the absence of a systematic grievance redressal mechanism. In any municipal body, the terms of engagement for an NGO typically mandate the provision of a helpline number or a portal for registering complaints, enabling citizens to convey their issues to the relevant authorities. Regrettably, under this new arrangement in Shahpur, neither has a complaint helpline been issued, nor has the name of any NGO official been made public. Without any channel for communication, an agency can easily evade accountability—and this is precisely the situation currently prevailing in Shahpur.

Municipal employees holding positions of responsibility are unaware even of the name or address of the NGO; the concerned officials, meanwhile, have either maintained a studied silence on the matter or adopted a strategy of evasion. When questioned regarding this issue, Junior Engineer (JE) Jayanandan Chaudhary identified the NGO as "Kumar Abhishek." Has this NGO been contracted merely to exist on paper? Or does this situation conceal a larger conspiracy involving collusion? These are questions that the municipal administration is bound to answer.

Meanwhile, former Vice-Chairman Gupteshwar Shah stated that cleanliness is not merely a performative exercise; it is a fundamental right of every citizen. If the NGO's operational efficiency proves to be so abysmal on the very first day, what can possibly be expected of them in the future? It is imperative that the municipal administration immediately reviews the performance of this NGO. If the agency possesses neither the necessary resources nor adequate manpower, the contract awarded to them must be reconsidered. Has this agency previously undertaken sanitation work in other municipal bodies?
