LUCKNOW-----------------------Chief Minister Yogi Adityanath has highlighted serious delays in the justice system, stating that it took 42 years to secure conviction against a mafia who committed his first crime in 1980.

Speaking about the case, the Chief Minister said that when his government began applying pressure in 2017-18, the accused was transferred from Uttar Pradesh to Punjab. It then took three years of sustained effort, including litigation up to the Supreme Court, to bring him back. Once returned, evidence was presented and the conviction was finally secured after more than four decades.

Yogi Adityanath pointed out major systemic issues that caused such delays. According to the police, on October 24, 2026, a photo of a person waving an illegal weapon was going viral on Instagram. After verifying the viral photo, the person seen in it was identified as Angad Kumar, father Vashishtha Paswan, resident Naudiha. After this, the police, under the leadership of Chainpur police station incharge, took immediate action and raided his house.

During the raid, Angad Kumar told the police that the weapon belonged to his friends Neeraj Kumar and Vishal Kumar. After this, the police raided Vishal Kumar's house, from where a country-made pistol was recovered. Police duly arrested Angad Kumar, Neeraj Kumar and Vishal Kumar in this case.

BHABHUA-------------------------Kaimur Police registered a major success when they recovered 100 rounds of live cartridges and arrested an accused following a complaint of firing. The incident took place in Chandesh village under Kurni (or Kudhni) police station limits.

According to police, on 24 October, Bipin Bihari Roy, a resident of Chandesh village, lodged a complaint alleging that Deepak Roy had opened fire at his house around 3:30 pm with the intention to kill. Based on the complaint, police registered a case (number 92/26) at Kurni police station and began investigation.

At the scene of the incident, police recovered an empty cartridge shell and one live cartridge. Subsequently, a search was conducted at the residence of the accused. From there, police recovered 100 rounds of fresh live ammunition. Deepak Roy, son of Nanda Kumar Roy and a resident of Chandesh village, was arrested in connection with the case.

Much like the Nacha tradition of Chhattisgarh, Pala has long served as a powerful mediumnot only for entertainment but also for narrating mythological tales and fostering public awareness. As a unique fusion of music and literature, this folk art form possesses a profound capacity to enlighten society through religious and moral teachings. There is an urgent need for serious cultural initiatives to safeguard this rich, traditional heritage, which is currently losing its identity in the race toward modernity.

The primary objective of this ancient folk theatre is rooted in devotion; to this day, local communities stage it on a grand scale during religious occasions such as Dussehra and Vasant Panchami. However, its geographical reach has shrunk, now confined primarily to certain parts of Odisha and the border regions between Odisha and Chhattisgarha clear indicator that the art form is gradually fading away.

The very term folk art implies that it belongs to the people; it has no single, identifiable creator. According to local residents and elders who have dedicated much of their lives to this tradition, Pala originated as an act of devotion. In the past, performers would express their faith by singing songs and narrating the divine pastimes of Lord Jagannath, as well as the stories of Goddess Durga and Lord Shiva.

Over time, the folk artists incorporated elements of drama into the performances, and the thematic focus evolved to encompass epics like the Ramayana, the Mahabharata, and the Bhagavad Gita. Regarding the performers' attire, the lead singer wears a *dhoti*, *kurta*, turban, and a floral garland, while the other Palia performers wear *dhotis* paired with colorful, elaborate garments suited to their specific roles. Shows are typically held under small tents with microphones suspended overhead; however, many seasoned, veteran performers are capable of delivering an impactful performance even without the use of a microphone. Today, this art is fading into extinction because most of its practitioners are no longer able to perform due to advancing age, and the younger generation shows no interest in it. Two of the individuals are accused of committing the rape, while the third is alleged to have acted as a lookout (reconnaissance) during the crime. The police have initiated the process for a medical examination of the victim and have intensified the investigation into the case.

According to preliminary information, the victims mother had stepped out of the house for some work around 5:00 PM on Saturday, leaving the young woman home alone. It is alleged that three men arrived at the house during this time; two of them entered the premises and raped the woman, while the third remained outside to keep watch. Under the Swachhata Hi Seva (Cleanliness is Service) Special Campaign-2024, and initiated by the Bhojpur District Administration, the District Ganga Committee of Bhojpur organized a Ganga Knowledge Competition and a seminar on water conservation and cleanliness, themed Lets Learn About the Ganga. Through art, group rangoli, and general knowledge competitions, the students conveyed messages regarding the cleanliness of the Ganga, water harvesting, and environmental protection.

The event highlighted the students' creativity. Through their artwork and group rangolis, the participants effectively presented the need for water conservation, cleanliness, and the protection of rivers from pollution. In the general knowledge competition, students demonstrated their understanding of topics related to the Ganga River, the environment, and water conservation.

Participants who performed exceptionally well in the competitions were awarded prizes and certificates for securing the first, second, and third positions. The expulsion of Mokama MLA Anant Singh from the Janata Dal (United) (JD(U)) for six years, followed by his sharp statements, has raised several uncomfortable questions. Anant Singh claims that he played a role in saving the Nitish Kumar-led government during a trust vote in 2024. Today, he is reminding the leadership of that favor, asserting that there is no one left in the party to ensure justice. The question arises: in what direction is Bihars politics heading?

In politics, no form of support constitutes a permanent favor, nor can any leaders contribution place them above party discipline. However, this principle applies equally to the leadership of political parties. If a party takes action against one of its MLAs, it must disclose the facts and rules upon which such action is based. Did Anant Singh truly work against the partys official candidate? Have the allegations leveled against him been substantiated? If so, then The party must clarify its position. And if the matter is merely one of political disagreement, was expulsion the only course of action?

The most serious aspect of this entire episode is Anant Singhs statement, in which he even alluded to having committed "betrayal" for the sake of the party. This term, in itself, raises several questions. Betrayal against whom, and in whose interest? Was this merely a remark made in the heat of political indignation, or are there underlying power dynamics that ought to be brought to public light? These questions should be answered based on facts, not speculation.

On the other hand, Anant Singh must also realize that in a democracy, supporting a government or a political party does not equate to doing a personal favor for anyone. Legislators are representatives of the people; their primary obligation is to the public, not to any individual leader. If political decisions are viewed through the lens of favors and retribution, the public interest will be sidelined, and the pursuit of power will become the sole focus of politics.

The JD(U) also faces the challenge of proving its impartiality. While party discipline is essential, it cannot mean that one is forbidden from questioning the leaderships decisions. If action is taken for violating rules, those same rules must be applied consistently to all leaders. The credibility of political parties hinges on whether they apply the same standards to their influential leaders as they do to ordinary party workers.

The most significant question, directed at Nitish Kumar and the JD(U) leadership, is this: are decisions within the party based on principles, or are they driven by political expediency? If Anant Singh is in the wrong, his claims should be addressed with facts. If the partys action is justified, the grounds for it should be made public. Simply issuing an expulsion order does not resolve the underlying political questions.

The people of Bihar do not want a brand of politics defined by the tallying of personal favors; they demand a politics of accountability. Whether it is leaders who stand by to "save" a government, or a leadership that takes disciplinary action in the name of the organizationboth must account for their respective roles. It was through this very song that I was first introduced to Bijli Rani. Little did I know then that Bijli Rani was not merely a folk artist, but the embodiment of a cultural heritagea legacy deeply intertwined with the memories, emotions, and prestige of thousands of people. Later, as I heard stories about the Chand-Bijli performances, I realized that hosting this troupe in the villages of Shahabad was more than just entertainment; it was a symbol of social status and influence.

It was on this very day last year that Bijli Rani bid farewell to this world. Her passing plunged the tradition of Bhojpuri folk dancea tradition that held sway for decades across the villages from Shahabad to Saran and Champaraninto a state of profound sorrow. Once, people in every village would eagerly await her voice, her graceful gestures, and her stage performances; today, only memories remain to bear witness to that bygone era.

In Bhojpuri society, the name Bijli Rani never required an introduction. Her actual name was Bijli Rani, but the inherent sweetness of the Bhojpuri language and the local dialect transformed it into Bijuri Rani. Just as names like Pawan Singh, Khesari Lal Yadav, Dinesh Lal Yadav Nirahua, and Ravi Kishan are celebrated in contemporary Bhojpuri cinema, the duo of Chand and Bijli Rani once commanded a unique and dazzling presence in the world of traditional Bhojpuri folk dance. The only difference was that, in those days, the yardstick for fame was not social media views or likes; rather, it was the buzz in village communal squares (*chaupals*), the size of the crowds that gathered at weddings, and the respect accorded to the performers.

In the Shahabad region during the 1980s and 1990s, the 'Chand-Bijli' dance troupe was so sought-after that not everyone could afford to hire them for their weddings or *tilak* (pre-wedding) ceremonies. Anyone who managed to host a 'Chand-Bijli' performance was considered a person of great wealth and influence in the area. In fact, ones economic status could be gauged by whether or not this famous troupe had come to perform at ones event.

At that time, the availability of the troupe was even a factor when setting wedding dates. Families would try to schedule their *tilak* or wedding ceremonies on days when the troupe was not already booked. Bijli Rani mentioned this during a recent conversation. This goes to show that an artist's popularity was not confined to the stage; it extended to shaping the social life of the villages and even determining the dates of their celebrations.

The scale of these dance troupes back then was quite significant. While there is mention of a troupe that once had as many as 108 members, Bijli Rani recalled a particular iteration of her group that consisted of about 24 performers. The composition of the troupe evolved over time and across different performances. It included women, young girls, male dancers, and various other artists, while the musicians formed a separate group. Depending on the requirements and demand, the troupe could be split up to cover different events; if performances were scheduled in two separate locations on the same day, the team would be divided accordingly.

Managing such an elaborate operation was no easy task. Bearing the expenses for the artistsincluding their travel, lodging, and mealsalong with the costs for musical instruments, stage decorations, and a multi-day event, was no small feat. Consequently, anyone who organized a performance by 'Chand-Bijli' (a renowned dance troupe) earned widespread fame and prestige.

Traditional Bhojpuri dance performances were not limited to dance alone; they encompassed songs, music, acting, comedy, and glimpses of local life, creating a spectacle that kept the audience captivated throughout the night. In Bhojpuri society, the comedians were known as 'labar'. The role of the 'labar' within the troupe was crucial, as their witty banter, dialogues, and quick-witted responses kept the audience thoroughly engaged. Shri Bhagwan Sharma, who was associated with Bijli Ranis troupe, later gained significant renown.

There was also a distinct tradition of songs sung during weddings. Genres such as 'sehra' (songs for the groom), 'nazrana' (tributes or offerings), and 'shukriya' (songs of gratitude) were reserved for specific occasions. These songs offered more than mere entertainment; they reflected the dignity of relationships, familial sentiments, social norms, and the authentic essence of folk life. The performers would sing while they danced; thus, their shows were not confined to a single art form but served as a mobile stage for Bhojpuri folk culture.

In those days, wedding processions (*baraats*) would stay for as long as three days, with the dance performances continuing over several nights. Over time, this tradition gradually shortened to two days. The wedding party would typically be hosted at a location slightly removed from the village. Unlike today, there were no grand stages, LED screens, or modern lighting; instead, a stage was constructed by joining wooden platforms (*chowkis*) together, and 'petromax' (pressurized kerosene) lamps were used for illumination. In that light, the graceful movements of the artists, the resonance of the songs, and the applause of the audience kept the village atmosphere vibrant all night long. There was a demand for the 'Chand-Bijli' dance performances across Rohtas, Kaimur, Sasaram, Aurangabad, Ara, and Buxar, as well as in other Bhojpuri-speaking regions of Bihar. Programs were organized in places ranging from Uttar Pradesh all the way to Nepal. Wherever the troupe arrived, the arrival of the artists was considered a special event. According to Bijli Rani, artists in that era enjoyed respect, fair remuneration, and social prestige. It was the host's responsibility to ensure that the artists were not subjected to any form of indecency and that their dignity remained intact.

The popularity of Bijli Rani and Chand was not limited to It was no longer confined to village events. In later years, companies like T-Series recorded these performances, using video to bring the art form to a much wider audience. Artists who once performed in village squares or at wedding venues found their work reaching people in their own homes through video.

However, this expansion in popularity also accelerated changes within the world of folk dance. The trend of 'orchestras' (live musical troupes) gradually gained ground. Wedding celebrations began to shrink; a three-day-long wedding procession was reduced to a single night. People no longer had the time to sit for hours watching dance performances. Then came the era of mobile phones and social media, bringing entertainment directly into the palms of people's hands.

Bijli Rani was deeply saddened by these shifts. She believed that the rise of these 'orchestras' had devastated traditional folk dance. As public tastes and the nature of events evolved, veteran artists faced a livelihood crisis. Performers whose dates were once booked months in advance found themselves increasingly sidelined. In her own words, things are no longer what they used to be; she could now only just manage to scrape by.

This was not merely the personal anguish of Bijli Rani; it was the plight of an entire folk art traditiona field to which generations of artists had dedicated their lives, only to find that, as times changed, they no longer received the support or respect they deserved.

In the final stage of her life, Bijli Rani battled kidney disease, which only added to her hardships. During this difficult period, Bhojpuri 'Power Star' Pawan Singh extended a helping hand. He brought her to Lucknow, arranged for her medical treatment, and provided financial assistance of 10 lakh rupees. This gesture served as a poignant tribute to an artist who had once played a pivotal role in bringing recognition to the Bhojpuri folk stage.

Hindi film producer Sadhana Singh also created a film titled 'Bijli Rani: The Untold Story,' which chronicles the struggles and life journey of Bijli Rani. Her life story is not merely an account of an artists successes and struggles; it serves as a document of a profound social transformationa shift in the stages where folk art was performed, a change in the tastes of the audience, and the gradual shrinking of the world inhabited by these artists.

Though Bijli Rani is no longer with us, her songs, her performances, and the memories of the Chand-Bijli dance remain alive in the minds of those who witnessed that era firsthand. It is essential to remember that Bhojpuri culture is not confined solely to films, glittering stars, or modern music. Its roots lie deep within village folk songs, wedding rituals, communal gatherings in village squares (*chaupals*), traditional dances, and the artists whodespite having limited resourcesentertained millions.

Once, hosting a Chand-Bijli dance was a hallmark of affluence. Today, recalling this very tradition has become a necessity for preserving our collective cultural memory. Times change, modes of entertainment evolve, and new faces replace the old; yet, a society should not so easily forget the history of its own folk art.

What began with a songin which a handkerchief was used to wipe ones cheeksevolved into a life story defined by both fame and struggle, the sweetness of folk life, and the poignant ache of changing times.

Her passing is not merely the loss of a single artist; it marks the silencing of a vibrant voice within the tradition of the Bhojpuri folk stagea tradition that, for decades, reigned over the hearts of people from Shahabad to Saran and Champaran. ARA----------------------------A one-day peaceful protest was organized under the aegis of the 'Rail Yatri Kalyan Samiti' (Railway Passenger Welfare Committee) to demand the restoration of passenger and MEMU train haltswhich existed prior to the COVID-19 pandemicat Ramanand Tiwari Halt, as well as the overall development of the halt. The protest gathering was presided over by Ramesh Kumar Sudama, while the proceedings were moderated by Pankaj Tiwari.

She noted that students and the general public are being forced to struggle just to meet their basic needs, and urged the railway administration to take the public's concerns seriously.

Sudhir Singh, National President of the Rail Passenger Welfare Committee, remarked that the railway administration remains indifferent toward the essential amenities required by the public. He warned that if a decision on their demands is not reached soon, the protest will not remain confined to the halt station but will instead be expanded into a broader, more intense movement.

Shailesh Kumar Ojha emphasized that the stoppage of trains is crucial for the development of the region and for the convenience of students. He appealed to the railway administration to acknowledge public sentiment and take prompt action.

ARA---------------------------Acting on the directives of the Bhojpur Superintendent of Police, a campaign focused on crime control, vehicle inspections, and general enforcement is currently underway across the district. As part of this initiative, the Geedha police arrested three individuals in possession of a stolen motorcycle during a vehicle check. The police also recovered three mobile phones from them. The arrested individuals have been identified as Deepak Kumar (son of Ramjit Sharma), Bittu Kumar (son of Santosh Kumar Singh), and Rohit Kumar (son of Mithu Sao)all residents of Barka Chanda village, under the jurisdiction of the Koilwar police station.

According to the police, an inspection of the recovered Hero Splendor Plus motorcycle revealed that its chassis number had been altered. Upon verifying the original chassis number, it was confirmed that the motorcycle had been stolen from the Pirbahore police station area in Patna.

ARA-----------------------------A speeding Brezza car met with an accident on the Patna-Buxar four-lane highway (NH-922) within the jurisdiction of the Koilwar police station on Saturday. Following the accident, the police recovered 251.64 liters of foreign liquor from the vehicle. Two liquor smugglers who were in the car sustained serious injuries.

According to the information received, the Koilwar police were informed on Saturday morning that a speeding Brezza car, traveling from Ara towards Patna, had rammed into the rear of a stationary truck loaded with sand on NH-922, near the Mano Baijnath High School in Kulhariya. Upon receiving the information, the police arrived at the scene and immediately sent the two injured individuals to the Koilwar Primary Health Centre for treatment.

After receiving initial treatment, both were shifted to the Sadar Hospital; however, given their critical condition, doctors referred them to Patna.

A search of the wrecked vehicle by the police led to the recovery of 251.64 liters of foreign liquor. The arrested individuals have been identified as Kanhaiya Kumar (alias Chhotu), son of Nandu Yadav, and Nitish Kumar, son of Shravan Yadavboth residents of Gulabbagh village, under the Barh police station area of Patna district.

The Koilwar police have registered an FIR against both accused under the Bharatiya Nyaya Sanhita (BNS) and the Bihar Prohibition and Excise (Amendment) Act, 2018, and have initiated further legal proceedings.

ARA----------------------------A major police action at Jain College Hostel in Ara has left hundreds of students in difficulty after the premises were sealed. Under the leadership of Bhojpur Superintendent of Police Awadhesh Dixit, police conducted a nearly seven-hour-long raid based on secret information. During the search, one pistol and two live cartridges were recovered, and six persons were taken into custody. Following the operation, the hostel was sealed by the administration.

DELHI----------------------------All India Students Association (AISA) president Neha Bora on Saturday appeared before the Special Executive Magistrate (SEM) court and firmly refused to sign a 10,000 peace bond.

The court directed police to hand over relevant documents to her lawyer and granted time to file a reply. A day earlier, the Delhi High Court had dismissed her petition challenging the police notice.

Bora was detained on 16 October during the Lahra Do Tiranga march at Mandi House. The protest demanded the resignation of Chief Election Commissioner Gyanesh Kumar and opposed alleged irregularities in the Special Intensive Revision (SIR) of electoral rolls. She was released the next morning.

On 17 October the SEM issued a notice under relevant sections of the BNSS seeking a personal bond and surety to maintain peace during the inquiry period. The notice alleged slogan-shouting at Mandi House, repeated protests near Jantar Mantar despite prohibitory orders, and instigation at Connaught Place.

In a press conference at the CPI(ML) Liberation parliamentary office, Bora said the right to peaceful protest is a constitutional right. She alleged that police used lathis, tore womens clothes and assaulted journalists, and that any breach of peace was due to police action, not the protest. She questioned whether remaining silent in the face of injustice amounts to peace.

PATNA-----------------------A shocking incident of violence linked to an alleged love affair unfolded outside the Gardanibagh Mahila Thana in Patna, leaving one woman seriously injured after a part of her nose was bitten off.

According to preliminary information, the dispute centred around a young man from Arwal district who works as a clerk in a government school in Masaurhi. One of the women has alleged that the man had been in a relationship with her for about a year, physically exploited her after promising marriage, and also took 2 lakh from her. These claims have not been independently verified.

The young man reportedly arrived at the womens police station with one of the women. Shortly afterwards, the second woman reached the spot along with her brother. When the two women came face to face, a heated argument quickly escalated into a fierce physical fight right in front of the police station complex.

During the scuffle, one woman bit the others nose so severely that a portion of it was severed. Chaos broke out in the area. Onlookers had to intervene and separate the two after considerable effort. Family members of the injured woman collected the severed part of the nose and rushed her for treatment.

She was first taken to Gardanibagh Hospital and later referred to Patna AIIMS for better medical care.

Police from the womens police station confirmed that a dispute between two women had taken place in which one sustained injuries and was sent for treatment. Officers said no written complaint has been filed by either side so far. Further action will be taken only after a formal application is received.

The incident has raised serious questions about how disputes over relationships, alleged betrayal and financial exploitation can spiral into extreme violence especially in a place meant for womens safety and dispute resolution.

According to media reports, the encounter took place on the Kalyan Bigha Road under Bakhtiyarpur police station limits during an operation involving Patna Police and the Special Task Force (STF). Police had taken the accused to the area in connection with the recovery of a weapon allegedly linked to the murder case.

Or does its true purpose lie in making human life secure, beautiful, free, and joyful? Art and artists seek the answer to this question within the human heart. They remind us that the greatness of a civilization should not be measured by its capacity for destruction, but rather by its aptitude for creation, preservation, and coexistence.

While politics and diplomacy often become entangled in the complex calculations of national interests, borders, and the balance of power, art and artists bring to the fore the shared sorrows and joys of humanity. When a painter depicts a home devastated by war, the pain captured is not that of a single nation, but of all humanity. When a musician plays a melody imbued with compassion, no translation is needed to understand its languageit speaks directly to the soul. The love expressed in a poets verses, the anguish reflected in a dancers gestures, and the human dignity emerging from a sculptors creation transcend geographical boundaries, forging connections between hearts. This is the power of art: it can build bridgesfostering dialogue amidst hostility, hope amidst despair, and a sense of kinship amidst division. The distinction between art and war is also a subject worthy of deep reflection. The mindset of war seeks victory in the defeat of others, whereas art offers the vision to understand the experiences of others. War erects walls along borders; art teaches us to look beyond those walls. Weapons wound the body, but hatred injures the human soul; art seeks to heal the wounds of that soul. While violence breeds retribution, true artistic creation inspires empathy and introspection. This does not mean that art alone can halt wars, or that the mere expression of artists can put an end to terrorism. Preventing wars requires political will, equitable policies, international cooperation, and effective institutions. Yet, to provide a lasting foundation for these efforts, a human consciousness is neededone that does not mistake violence for glory, nor peace for weakness. Art plays a vital role in shaping such a consciousness.

In Indias cultural tradition, art is not merely a form of entertainment; it is deeply intertwined with a philosophy of life, spirituality, and social harmony. Here, music is a form of spiritual discipline (*sadhana*), dance is an expression of emotion, literature embodies a commitment to the common good, and folk art serves as a living record of a communitys memory and identity. The Jain philosophical tenets of *ahimsa* (non-violence) and *anekanta* (the doctrine of the manifold nature of reality) teach us that respecting a diversity of perspectives is essential to understanding the truth. The spirit of *anekanta* resonates with the very nature of art, as different artists may interpret the same scene, event, or experience from distinct viewpoints. Embracing these diverse expressions strengthens dialogue, tolerance, and coexistence. Nevertheless, artists today face numerous challenges. Market pressures often reduce art to a mere metric of profit and popularity. The pursuit of instant fame, undue restrictions on expression, cultural intolerance, and skepticism toward creative freedom can all serve to limit an artists potential. While digital platforms have expanded the opportunities for creation, they have also fostered a trend toward superficial popularity. Competition has posed new challenges for serious artistic expression. Honoring an artist is not merely a matter of bestowing awards or praising their work; it also requires ensuring their freedom of expression, a dignified livelihood, fair remuneration, and a secure creative environment. At the same time, artists have a responsibility to use their freedom to foster wisdom, empathy, and dialogue, rather than spreading hatred within society.

International Artists Day offers us an opportunity to make a collective commitment in this direction. It is especially important to convey to the new generation that the highest purpose of creativity lies not in personal achievement alone, but in contributing to a more just, beautiful, and humane society. In truth, art reassures humanity that even amidst the darkness of destruction, the lamp of creation can still be lit. It teaches us that the beauty of life is found not in defeating others, but in living alongside them; that friendship is not limited to closeness with those who share our views, but entails maintaining respect despite our differences; and that peace is not merely the absence of war, but the presence of justice, freedom, compassion, and mutual trust. Through their colors, melodies, words, gestures, and imagination, artists can envision a world where a human being is defined first and foremost by their inherent human dignitytranscending labels of caste, language, religion, or nationality.

The true message of International Artists Day is this: while weapons breed fear, art inspires trust; while hatred divides people, creation brings them together; and while war devastates life, art offers the dream of restoring its beauty. Today, the world needs more than just powerful armies, prosperous economies, and modern technology; it requires the hearts of sensitive artists who can make peace the guiding ideal of life. Artists are the visionaries of humanity and the architects of its future. To honor their creative work is, in essence, to honor a bright future for humanity. Only when art becomes a celebration of life, sensitivity becomes a social norm, and coexistence becomes a global outlook, will the Earthfreed from the looming threat of warbe able to become a shared realm of peace, friendship, non-violence, and beauty.

ARA-------------------------Bhojpur polices Anti-Human Trafficking Unit (AHTU), along with labour enforcement officers from Jagdishpur, Bihiya and Sandesh and NGO Disha Ek Prayas, raided Vijay Sweets Hotel near Sahar bus stand under Sahar police station.

A 10-year-old child was found working at the hotel and was rescued. An FIR has been registered against hotel operator Vijay Gupta at the local police station. Police said employing children below 14 years is a punishable offence under the Child and Adolescent Labour Act. Further legal action is underway as part of ongoing campaigns against child labour.

Following the incident, the deceased's brother filed a complaint at the Ramgarh police station, accusing six people of dowry death.

The DSP noted that preliminary investigations point to disputes between the couple, as well as friction with the woman's parents-in-law. Following interrogation and information provided by the suspects, the police raided a house in the Nawanagar police station area, where they arrested Santosh Sharma. According to the police, this location served as the site of the mini-gun factory, where equipment used for manufacturing illegal weapons was seized. The recovered items include two country-made pistols, a single-barrel gun, an unfinished country-made pistol, a spent casing, live cartridges, and 22 grams of *ganja* (cannabis). The police recovered 26 chisels of various sizes, 20 iron rods/tools, components for semi-finished weapons, two trimmers, two hammers, a breech/receiver part for a country-made firearm, a center punch, an iron marking tool, four pairs of pliers, eight pairs of tongs, metal-cutting shears, iron pipes of various sizes, files, hammers, a reamer, an anvil, a square (try-square), a crowbar, an old grinding machine, a forge (bellows-operated furnace), 13 springs of various sizes, and other miscellaneous tools.

SDPO Bhaskar Ranjan stated that, according to preliminary information, the accused had been involved in the illegal manufacture of weapons for the past six to seven months. The police are currently examining their criminal records and investigating the backward and forward linkages related to the supply, purchase, and sale of these weapons. Efforts are underway to identify the recipients of the manufactured weapons and to uncover other individuals involved in this illicit trade. The operation involved the Dumraon police, the Vasudeva police station team, and the District Intelligence Unit. The police stated that the entire network is being investigated, and further action will be taken based on the findings of this inquiry.

Eligible farmers from 289 panchayats across 9 districts can submit their applications online until October 25, 2026. Agriculture Minister Vijay Kumar Sinha announced that the Bihar government will provide financial assistance under the 'Agricultural Input Grant Scheme' to help flood-affected farmers recover from crop losses. The Agriculture Department has invited online applications to provide relief to farmers impacted by the floods, which were caused by rising river water levels in the last week of September 2026. Eligible farmers from 289 identified panchayats across 43 blocks in 9 districts of the state can apply until October 25, 2026. Vijay Kumar Sinha stated that it is the government's priority to provide relief to affected farmers by compensating them for crop damage caused by the floods. Through the Agricultural Input Grant Scheme, financial aid will be provided to help farmers overcome the hardships resulting from crop loss and to ensure that future agricultural activities can continue smoothly. He urged eligible farmers to apply within the stipulated timeframe to avail the benefits of the scheme. Sinha noted that the vision of Prime Minister Narendra Modifocused on farmer welfare, a self-reliant India (*Atmanirbhar Bharat*), and a prosperous agricultural sectoris being upheld by the 'double-engine' government, which remains committed to protecting the interests and ensuring the economic security of farmers. Providing agricultural input grants to those affected by natural disasters is a key part of this commitment. The government's objective is to enable farmers to resume agricultural activities by providing timely financial assistance, maintaining consistent agricultural production, and strengthening both farmers' incomes and the rural economy. The grant amount is determined based on the type of crop. The Agriculture Minister explained that under the Agricultural Input Grant Scheme, the financial assistance for crop damage is set at varying rates depending on the specific crop. A grant will be provided at the following rates: 8,500 per hectare for rain-fed (unirrigated) crop areas, 17,000 per hectare for irrigated areas, and 22,500 per hectare for perennial and multi-year crops (including sugarcane). The grant is applicable for a maximum area of two hectares. The minimum assistance amount has been set at 1,000 for unirrigated areas, 2,000 for irrigated areas, and 2,500 for perennial and multi-year crops. Farmers from 289 panchayats across 9 districts are eligible to apply. Sinha stated that flood-affected, eligible farmers from identified blocks and panchayats in the districts of Darbhanga, Gopalganj, Muzaffarpur, West Champaran, East Champaran, Vaishali, Saran, Katihar, and Patna may apply under this scheme. Applicants must provide family details and undergo Aadhaar verification during the application process; any discrepancies found in the family information may lead to the cancellation of the application. Land-owning (raiyat) farmers must submit an updated Land Possession Certificate (LPC) or a land revenue receipt (lagan rasid) for the financial years 2023-24, 2024-25, or 2025-26. PATNA-------------------------The Bihar Hindi Sahitya Sammelan is launching an ambitious series dedicated to documenting the lives and works of writers from Bihar. Each volume in this series will feature 100 writers and will be titled Parichay-Shatak (A Century of Profiles). Every featured writer will be allotted three to four pagesone page for their biographical profile and the remaining pages for their literary works. The series will be titled Bihar ke Sahityakar (Writers of Bihar), with subsequent volumes designated as Pratham Shatak (First Century), Dwitiya Shatak (Second Century), and so on.

This decision was reached during the inaugural meeting of the Sammelans newly constituted Publication Committee, held under the chairmanship of Dr. Anil Sulabh. Writers from Bihar are requested to submit their biographical details, an updated photograph, and a selection of their representative works to the Sammelans publication department at the earliest. The first volume will feature the first 100 writers whose submissions are received.

The committee also decided that, in addition to creative literature, the Sammelan will publish textbooks for students. Furthermore, to foster an interest in the Hindi language and literature among students and to nurture their talent, the organization will host poetry recitation and short-story writing competitions. Selected entries from 100 students in each category will be compiled into a collective volume, titled Bihar ke Chhatra-Sahityakar (Student-Writers of Bihar).

DELHI------------------------------The Central Government has modified the procedure for transferring pension cases from the National Pension System (NPS) to the Old Pension Scheme (OPS). A revised Standard Operating Procedure (SOP) has been implemented to simplify the transition from the NPS to the OPS, which will assist the concerned pensioners and their families in completing pension-related formalities. This change applies to eligible cases where the option to switch from the NPS to the OPS is exercised following the death or disability of a government employee. The new SOP will replace the existing guidelines.

In this regard, the Ministry of Finance has stated that a revised SOP has been approved to address the difficulties encountered during the transfer process and to streamline it. Relevant authorities and departments have been instructed to implement the new procedure and ensure that all concerned individuals are informed about its provisions. The objective of this change is to make the settlement of pension-related matters smoother and to minimize complications in the process.

Once the transfer from the NPS to the OPS is completed, a new regular Pension Payment Order (PPO) will be issued to the eligible pensioner. The responsibility for preparing and issuing this document lies with the respective government offices and pension officers. Upon receiving the new PPO, the pensioner must submit their old Provisional Pension Payment Order (PPPO) to their bank. The bank will then forward the necessary copies of the old documentation to the relevant authorities.

Additionally, as in previous years, pensioners are required to submit their 'Life Certificate' (Jeevan Pramaan Patra) in November. This requirement remains unchanged despite the implementation of the new SOP; therefore, eligible pensioners must ensure they adhere to the deadline for submitting their Life Certificate. The government has noted that the previous process for transferring pension cases from the NPS to the OPS involved several challenges, and this new procedure has been adopted to resolve those issues. An NPS central platform has also been launched as part of the initiative to digitize pension services. Through this platform, investors associated with the NPS can access features such as registration, making investments, and managing their pension accountsall via a unified digital interface.

ARA-------------------------The path is now clear for the construction of the vital road connecting Shahpur and Banahi, via Jagdishpur.

The construction work, which had been stalled for a long time due to technical reasons, has received the green light following a revision of the project estimate. This has raised hopes among local residents that they will soon be relieved of the dilapidated road.

To be constructed at a cost of approximately 10.36 crore, the road will be built using the FDR (Full Depth Reclamation) technique. This route, which connects three National Highways, had been awaiting construction for about four years due to various reasons.

The stalled construction caused significant hardship for those traveling along this route. The poor condition of the road created difficulties for both motorists and local villagers.

Former MLA Rahul Tiwari stated that the technical hurdles regarding the road construction have been resolved. With the revision of the project estimate, the way is now clear for construction to begin.

Meanwhile, the current MLA, Rakesh Ranjan, had also held multiple discussions with the concerned minister and departmental officials regarding the construction of this road.

It has been stated that the contractor has been set a target to complete the construction and hand over the road by the month of November. Once completed, this road will provide greater convenience for travel to the residents of Shahpur, the Banahi station area, Jagdishpur, and the surrounding regions.

ARA-------------------------Acting on the instructions of the District Magistrate, the Prohibition Department is conducting continuous raids and vehicle inspections across the district to curb the illegal liquor trade. As part of this ongoing operation, the department's team discovered a large quantity of foreign liquor stashed in a secret compartment built into the trailer of a Mahindra tractor within the Mufassil police station area. The driver of the vehicle has been arrested.

Assistant Commissioner (Prohibition) Rajnish had received information that a large consignment of foreign liquor was being transported into Bihar. Acting on this tip-off, a team was formed under the leadership of Inspector Prakash Chandra. On October 22, the team began vehicle inspections near the Ratanpur passenger shed on the Buxar-Patna four-lane highway.

During the inspection, a Mahindra tractor was searched. A total of 201 liters of foreign liquorcomprising 390 individual unitswas recovered from a hidden compartment built into the tractor's trailer. The market value of the seized liquor has been estimated at approximately three lakh rupees.

The driver of the vehicle was identified as Rahul Kumar Chaudhary, son of Biteshwar Chaudhary, a resident of Manish village under the jurisdiction of the Pawna police station. The Prohibition Department team arrested him and produced him before the court for further legal proceedings.

The raiding team included Inspector Prakash Chandra, Sub-Inspector Shivam Kumar Jha, and Assistant Sub-Inspector Rajkumar Raja, along with constables from the Prohibition Department, as well as personnel from the SAP (Special Auxiliary Police) and the Home Guards.

ARA---------------------------A group of students from Sambhavna Residential High School, located in the Majhauwa area of the city, has departed for the Valmiki Tiger Reserve to take part in a nature study camp. Organized under the joint auspices of the Youth Hostel Association of India (Shahabad unit) and Sambhavna Residential High School, this two-day nature study camp is being held from October 23 to October 25.

Accompanying the students to the camp are the schools Principal, Dr. Archana Singh, along with Art Teacher Sanjeev Sinha, and Sports Teachers Kanhaiya Singh and Nisha Kumari.

Principal Dr. Archana Singh noted that the Valmiki Tiger Reserve, situated on the banks of the Gandak River, is a region of immense natural beautyoften referred to as the "Kashmir of Bihar." This place is also renowned as the *tapobhumi* (land of penance) of Maharishi Valmiki and the birthplace of Luv and Kush.

During the 'Nature Study Camp,' students will visit several significant sites, including the Bhainsalotan tourist spot, a jungle safari, the Kauleshwar Nath Temple, Jatashankar Temple, Naradevi Temple, Triveni Ghat, Valmiki Ashram, Sheesh Mahal, and Gajendra Moksha Dham.

Dr. Kumar Dwijendra, the school director, explained that the objective of this camp is to provide students with practical knowledge about nature, the environment, and historical heritage, alongside the experience of tourism. He stated that upon returning from the trip, students will be required to write a travelogue within three days, detailing what they learned during the camp and the inspiration they drew from it.

He added that the three best travelogues will be selected, and the respective students will be awarded special prizes.
