SASARAM-------------------------A double murder in Beda Banarsiya village, under the Muffasil police station area, has sent shockwaves through the region. Unidentified miscreants shot and killed a man and a woman while they were asleep in their home. Upon receiving information about the incident, the police arrived at the scene, took possession of both bodies, and sent them to Sadar Hospital, Sasaram, for post-mortem examinations.

The deceased have been identified as Nanhki Devi, a resident of Beda Banarsiya, and Mani Bhushan Kumar, a resident of Bettiah. According to locals, following the death of her husband, Krishna Bind, Nanhki Devi had been living in a live-in relationship with Mani Bhushan Kumar for the past three years. Mani Bhushan Kumar resided in Beda Banarsiya and ran an agricultural seed shop.

Abhishek, the son of the deceased woman, stated that after his father's death, Mani Bhushan Kumarwho was his uncle by relationhad been living with his mother, Nanhki Devi. The couple was asleep at home when unidentified miscreants shot and killed them.

News of the double murder caused a stir across the area. Following the incident, the police arrived at the scene and initiated an investigation. Evidence is being collected from the site, and the police are investigating various angles to determine the motive behind the murders and identify the perpetrators involved.

Given the gravity of the incident, Rohtas SP Mr. Raj also visited the scene to take stock of the situation. The SP stated that post-mortem examinations are being conducted on the bodies of the man and woman. The police are thoroughly investigating all aspects of the case and are making efforts to ascertain the cause of the incident and identify those involved.

According to the police, several crucial facts regarding the murder are expected to come to light following the post-mortem report and the ongoing investigation. Superintendent of Police Mr. Raj Rohtas has inspected the crime scene, and a Special Investigation Team (SIT) led by the SDPO of Sasaram has been constituted to successfully solve the case.

The camp aimed to educate female students about the adverse effects of child marriage, the importance of education, and the rights of girls. BHABHUA--------------------------A massive protest march was organized in Bhabua town under the leadership of the 'Swarn Samaj' unit to demand the withdrawal of UGC regulations, amendments to the SC/ST Act, and prioritization of economic status in the reservation system. The march commenced at the Bhabua Patel College grounds, traversed various routes in the town, and concluded at the district headquarters, where protesters submitted a memorandum addressed to the Governor to the District Magistrate.

Participants from the community clarified that their demands were not directed against any specific social group; rather, the objective was to ensure priority for economically weaker families within the reservation framework. Protesters argued that economically backward individuals exist across all sections of society; therefore, economic backwardness should be the primary criterion for determining eligibility for government schemes and reservation, ensuring that the needy receive fair opportunities.

Serious objections regarding the SC/ST Act were also raised during the protest. Speakers alleged that the alleged misuse of this law often subjects innocent individualsfrom the upper castes and other communitiesto unnecessary hardship. They urged the government to ensure impartial investigations in such cases and to implement necessary amendments to prevent the law's misuse.

Karni Sena state spokesperson Prince Singh and member Amit Kumar 'Twinkle' stated that the march was conducted in a completely peaceful and democratic manner to convey their concerns to the government. However, the leaders warned that if the government failed to take positive action on these demands soon, the agitation would be intensified through measures such as highway blockades and 'rail roko' (train-stopping) protests. Furthermore, a warning was issued to the BJP-led central government that if their grievances remained unaddressed, options such as a political boycott in the upcoming elections might be considered.

BUXAR--------------------------In a major operation on Sunday evening, the Excise Department team seized a large quantity of foreign liquor from a DCM truck loaded with apples during a vehicle check at the Veer Kunwar Singh Check Post on the Upper Ganga Bridge. A total of 5,301 liters of foreign liquor, packed in 597 cartons, was recovered from the truck. The estimated market value of the seized liquor is around 64 lakh.

According to reports, a DCM truck entering Buxar from Uttar Pradesh was stopped and searched on suspicion during the routine check. At first glance, the truck appeared to be carrying only apples. However, a thorough inspection revealed a large consignment of liquor concealed beneath sacks of rotten apples.

Two individuals on board the truck were arrested during the operation. Upon interrogation, they revealed that the liquor consignment was being transported from Chandigarh to Purnia. The seized liquor is reported to have been manufactured in Chandigarh.

Excise Department officials stated that further legal action is being taken against the two arrested individuals under the Prohibition Act. Information regarding other persons linked to the liquor consignment is also being gathered.

The operation was conducted under the leadership of Kundan Kumar, the Check Post In-charge and Excise Inspector. Excise Inspectors Santosh Kumar Pathak and Prince Kumar were also present during the inspection.

The ongoing crackdown on liquor in the district, led by Excise Superintendent Ashraf Jamal, has caused panic among liquor smugglers. Officials have affirmed that the campaign against liquor smuggling will continue unabated.

BUXAR--------------------------Chaos ensued on the four-lane highway near Dharhara around 10 AM on Monday when the official vehicle of Sameer Kumar Singhthe Dumraon Sub-Divisional Police Officer (SDPO) in-charge and Buxar Cyber DSPcollided with a water-laden cargo vehicle parked on the roadside. The collision occurred while the driver was attempting to avoid hitting an elderly cyclist who was crossing the road. Both vehicles sustained damage, and the elderly cyclist was critically injured.

According to eyewitnesses, the elderly man was crossing the four-lane highway on his bicycle. The driver of the approaching police vehicle suddenly spotted him on the road and swerved to avoid a collision. In the process, the vehicle crashed into the parked water-laden truck. The impact was severe, causing significant damage to the front sections of both vehicles.

Following the crash, the water bottles from the cargo vehicle were scattered across a wide area of the road. It was reported that the vehicle's driver, known locally as 'Pappu Pani-wala', had gone to a nearby shop to buy milk; upon his return, he found his vehicle involved in the accident.

Meanwhile, the elderly cyclist sustained serious injuries to his head and one arm. Locals immediately rushed him to the Dumraon Sub-Divisional Hospital, where he is currently undergoing treatment under medical supervision. According to the police, DSP Sameer Kumar Singh and the other police personnel in the official vehicle are safe.

Traffic on the four-lane highway was disrupted for a while as a crowd gathered at the scene following the accident. Police arrived at the location, managed the situation, dispersed the crowd, and restored normal traffic flow.

The water-laden vehicle is reportedly the source of livelihood for Pappu Pani-wala's family. After the accident, DSP Sameer Kumar Singh assured the vehicle owner that he should get the vehicle repaired and that he (the DSP) would personally bear the repair costs. The police are currently gathering details regarding the sequence of events leading to the accident, while the family and locals remain concerned about the injured elderly man's condition.

These observations were made by B. Thakura distinguished litterateur and retired IAS officerwhile addressing students during an essay-writing competition held on Monday. The event took place on the seventh day of the 'Hindi Fortnight' and 'Pustak-Chaudas-Mela' (Book Fair) organized by the Bihar Hindi Sahitya Sammelan to mark Hindi Diwas. He also familiarized the students with the nuances of essay-writing.

PATNA------------------------In a significant case concerning land registration and stamp duty, the Patna High Court set aside the action taken by the Registration Department, finding it legally untenable. The Court clarified that once a document has been accepted after the deposit of prescribed stamp duty and other charges, an additional burden of stamp duty and penalties cannot be imposed on a citizen later without adhering to the procedure prescribed by law. A single bench led by Justice Rajkumar, while hearing a writ petition filed by Shashi Bhushan Singh, quashed the order dated July 14, 2015, issued by the Assistant Inspector General (Registration), Tirhut Division, Muzaffarpur.

Under that order, the petitioner had been charged an additional stamp duty of 10,13,400 and a penalty of 1,01,340. The matter related to the registration of a sale deed for 14 *katha*s of land in Muzaffarpur. This sale deed had been executed in compliance with a Civil Court decree. The District Sub-Registrar had determined the stamp duty and other charges based on available records and the nature of the land. The petitioner had deposited the entire determined amount. Subsequently, on December 12, 2014, the sale deed was accepted, and a receipt and token were issued. However, despite being accepted, the document was not handed over to the petitioner.

About four and a half months later, proceedings for additional stamp duty were initiated based on a report by an Upper Divisional Clerk, which characterized the land as commercial in nature. The report cited alleged commercial activity taking place in a hut situated on the land. On this basis, action regarding additional stamp duty and penalties was taken under Section 47-A of the Bihar Stamp Act. Questioning this action, the High Court observed that the District Sub-Registrar had ample opportunity to verify the actual nature and market value of the land at the time of registration itself. If necessary, a report from the concerned Circle Officer could also have been obtained. The court also observed that an Upper Divisional Clerk was not the competent public authority under the rules to determine the nature of the land. Consequently, initiating proceedings for additional stamp duty based on his report could not be considered appropriate. The High Court also emphasized the importance of the principles of natural justice. The court stated that under Section 47-A(2), it is mandatory to grant the concerned party at least one month to present their case and submit evidence. However, in this instance, a notice issued on July 6, 2015, required appearance on July 14, and the final order was passed on that very day. The court deemed this contrary to the procedure prescribed by law and the principles of natural justice.

The State Government argued before the court that the petitioner had an alternative remedy of appeal available. However, the High Court did not accept this argument. The court held that when the mandatory procedure prescribed by law is not followed at the initial stage itself, the subsequent appellate process cannot cure that fundamental legal defect. The High Court quashed both the order dated July 14, 2015, issued by the Assistant Inspector General (Registration) and the report dated February 7, 2015. Additionally, it directed the District Sub-Registrar, Muzaffarpur, to complete the final registration of the sale deed and hand it over to the petitioner within four weeks.

This judgment by the Patna High Court sends a clear message that officials must adhere to the procedure prescribed by law in matters concerning land registration and stamp duty. Before arbitrarily imposing additional charges or penalties after a document has been accepted, it is essential to provide the concerned party with an adequate opportunity as mandated by law.

Her elder sister and father were also liquor smugglers; what did the villagers say? "India became the cause of our ruin..."this statement by former Pakistani cricketer Mohammad Yousuf is certainly emotional, but it fails to explain the current plight of Pakistan cricket. Labeling the historic 10-wicket victory over India in the 2021 T20 World Cup as the beginning of Pakistan cricket's downfall actually points to a deeper malaise: an aversion to introspection.

The victory over India was a moment of pride for Pakistan. Babar Azam and Mohammad Rizwan batted brilliantly, and Pakistan defeated India in a World Cup match for the first time. Celebrating that win was natural. However, did Pakistan cricket believe that this single victory signified a permanent conquest of world cricket? If that very victory is now being cited as the cause of their ruin, the issue lies not with the win itself, but with the mindset that followed it.

In cricket, a single match can alter history, but it cannot determine the future of an entire cricketing system. Building a strong team requires robust domestic cricket, a transparent selection process, continuous preparation of players for the international stage, and administrative stability. By ICC standards, Pakistan has long faced scrutiny on these fronts.

Captaincy changed frequently, selection controversies persisted, infighting plagued cricket administration, and the team failed to achieve consistent performance. While it is easy to blame India, doing so will not resolve the actual weaknesses of Pakistan cricket.

Ironically, the very India that Pakistan once counted among its greatest victories is now being blamed for its current plight. Did India weaken Pakistan's domestic cricket system? Did India force its selectors to make poor decisions? Did India create instability in its cricket administration? Clearly, Pakistan must look within itself for the answers to these questions.

In reality, the problem is not India, but a mindset that claims credit for success while shifting the blame for failure onto others.

Pakistan cricket has never lacked talent. The legacy of greats like Wasim Akram, Waqar Younis, Imran Khan, Inzamam-ul-Haq, and Mohammad Yousuf stands as proof. Talented players exist there even today; what is missing is the provision of the right direction, a stable system, and a professional environment to nurture that talent.

Mohammad Yousufs anguish is understandable. Watching one's national cricket team go into a steady decline is painful for any former player. However, instead of turning that pain into blame, it should be channeled into a call for reform.

The victory against India in 2021 did not spell ruin for Pakistan cricket; rather, it demonstrated that the potential still exists within the country. The real failure lies in the inability to harness that potential consistently and effectively.

Pakistan should compete with India on the field rather than shying away from the flaws in its own policies and systems. In cricket, defeating the opposing team wins a match, but overcoming one's own shortcomings strengthens the entire system. Blaming India will not put Pakistan cricket back on track; for that, Pakistan needs to take a hard look at itself. Pakistan cricket requires introspection rather than finger-pointing; only then can it return to the path of becoming a world champion again.

ARA--------------------------The controversy surrounding fish in Ayodhyalikened to a 'Mahabharata' (epic battle)erupted on the last Monday of the holy month of Sawan, when a 'fish and rice' meal was served at a felicitation ceremony for Congress leader Ramnihal Nishad.

The month of Sawana time that brings faith and devotion to life amidst gathering monsoon cloudshas passed, but this particular Sawan will long be remembered for the fierce controversy sparked by the consumption of fish. This is largely because the politics played over fish in Ayodhyaa city revered as a seat of faithdoes not bode well for the future of politics. Any discussion regarding this 'fish battle'which saw fish travel from a political 'pond' to the frying pan on the sacred soil of Ram's citycould be dismissed as trivial. It could also be argued that by blowing the 'fish and rice' party out of proportion, attempts are being made to divert public attention from essential and genuine issues.

It is worth noting that on August 24the last Monday of SawanCongress leader Ramnihal Nishad organized a felicitation ceremony at a marriage lawn in Tarun Bazar, located approximately 31 km from the Ram Janmabhoomi site. Congress State President Ajay Rai attended the event. Before arriving at the venue, Mr. Rai offered prayers at Ram Janmabhoomi and Hanuman Garhi. He then proceeded directly to the event that would become the catalyst for this political 'Mahabharata.' The controversy was ignited when a video of the meal service went viral. The video showed people eating fish and riceand doing so on Ekadashi, an auspicious day of fasting during Sawan. This single detail prompted various parties to draw their 'arrows' and launch attacks at one another.

Originating in Ayodhya, the matter escalated through media coverage and a flurry of accusations and counter-accusations, eventually becoming a topic of discussion on an international level. Questions regarding religious faith, tradition, and the decorum of public spaces fueled the controversy. In no time, the 'fish and rice' issue shifted from a religious battleground into a heated political and social debate. Statements emerging from various quarters further intensified the atmosphere. While one side cites the sanctity and dignity of the holy city alongside the sentiments of devotees, the other dismisses it as a routine activity, arguing that an unnecessary controversy is being manufactured. Social media has only added fuel to the fire; the issue is being portrayed as if consuming fish and rice during the holy month of Sawan constitutes a grave sin. Meanwhile, a heated exchange involving uncivil language between Congress spokesperson Kunwar Singh Nishad and Saint Raju Das of Hanumangarhi during a TV debate further escalated the matter.

Large numbers of devotees from across the country and abroad visit Ayodhya daily; consequently, even the most minor incident here becomes a subject of widespread discussion. Locals believe that any dispute should be resolved peacefully, keeping the holy city's identity and communal harmony in mind. Despite this, the controversy surrounding the 'fish party' is gradually taking on a political hue.

Congress State President Ajay Rai explicitly stated that he visited Hanumangarhi, offered prayers, and then attended the event, leaving directly for Lucknow afterward. Since he was observing an *Ekadashi* fast that day, the question of consuming anything did not even arise. He boldly declared that if anyone could prove he had eaten fish and rice, he would retire from politics. Yet, people continue to blow the issue out of proportion.

Politics

It also emerged that the event was organized by the Nishad community. It is common knowledge that the Nishad community's primary occupation involves fish farming, catching, and trading; naturally, fish would be a staple of their diet. On the other hand, when a piece of beef is found near Hindu neighborhoodseven due to a Muslim individual's errorit deeply offends Hindu religious sentiments. Similarly, when a large section of Hindus abstains from non-vegetarian food during the month of Sawan, ostentatiously consuming meat in their presence is tantamount to provocation. The grievance stems not just from the act of eating itself, but from the fact that a video of the meal was circulated widely. It stands to reason that the person who filmed and circulated the video must have also been present at the party.

What is particularly noteworthy is that the Nishad community was singled out over this 'fish party.' Both the ruling party and the opposition pointed fingers at this community, even though the Nishad community is second to none when it comes to faith and religious devotion. Disheartened by this, educated members of the Nishad community raise a thought-provoking question: Is committing crimes like theft, murder, robbery, or rape during the month of Sawanor any other holy occasionnot as sinful as simply eating fish during Sawan?

There is another pointperhaps a bit unusual, yet relevant to mention in this context. I recall that from my childhood until about twenty years agoa time when the number of *Kanwariyas* in rural areas was negligible compared to big citiesthe elders of the household would set out on the morning of Nag Panchami (a major festival during Sawan) to offer milk and puffed rice (*lava*) to the Serpent Deity. Young women and girls would enjoy swings hung from trees. Adolescent boys, armed with sticks, would beat effigies of dollsthrown into the village pond by the girlsand return home with soaked chickpeas received from them in exchange. Afterward, the youth would engage in wrestling and *Kabaddi* matches, and *Alha* folk singing performances would take place at various spots. Amidst all this, the eldersregardless of their caste or communitywould invariably purchase meat and consume it during the day. Moreover, guests visiting one anothers homes were often welcomed with these non-vegetarian dishes. Back then, no ones faith was offended. However, in the last two decades or so With the rise in the number of participants in the Kanwar Yatra, significant restrictions have been imposed on the consumption and sale of meat and fish. A ban should also be considered for the goat sacrifices performed year-round at the Tarkulha Temple in Gorakhpur, Uttar Pradesh, and during the *Ashtami* and *Navami* days of Navratri at the ancient Durga Temple in Sabukpur, Ambedkar Nagar.

The question arises: while consuming meat or fish is unlikely to drive a person to commit a crime, alcohol consumption can lead to a wide range of criminal acts. Despite this, allowing the open sale of alcohol while banning meat and fish during the month of *Sawan* amounts to nothing less than a double standard. Typically, those selling meat and fish are poor individuals with limited capital, whereas liquor traders are wealthy tycoons. Shutting down the businesses of the poor and small-scale vendors while leaving the liquor trade untouched raises a significant questionone to which there is likely no easy answer.

ARA-------------------------The rising water level of Ganga and Son rivers has caused severe devastation in Bhojpur, Begusarai and Khagaria districts of Bihar. Millions of people are surrounded by flood water. At some places, people are forced to cook food on rooftops due to water entering their houses, while at some places the mobile network has come to a complete standstill.

Flood havoc continues in Bindagaon village of Koilwar block of Bhojpur district. Life has been completely affected due to the spread of water all around this village with a population of about five thousand. Boats remain the main means of transportation for the villagers to reach and exit the village. Everything from daily necessities to milk is being transported by boat.

According to the villagers, at present three boats have been made available by the administration. A large number of villagers are commuting every day with the help of these boats. Due to less number of boats, people often have to wait for their turn.

The flood water has spread to the maize crops and green vegetables grown in low-lying areas. Crops have been completely affected due to submergence in water, due to which farmers have to suffer financial loss. Due to the spread of water around the village, cattle farmers are facing the problem of fodder for their cattle.

In view of the flood situation, the schools of the village have been closed. An ANM has been deployed by the Health Department to distribute medicines in the village, which is providing some relief to the villagers. However, due to continuous water logging, villagers continue to face problems regarding health and other essential services.

Even amidst the floods, people associated with the local dairy of Bindagaon are transporting the milk of the farmers of the village to the dairy with the help of boats. Despite being surrounded by water, efforts are being made to continue the work of milk collection and supply. Local resident Chandan Singh and teacher Rajnikanth told that due to the flood, the people of the entire village are living in trouble. Villagers are facing a lot of difficulties regarding food, transportation, animal fodder and other essential facilities. The villagers have demanded from the administration to start a community kitchen and provide adequate boats and other necessary facilities.

"Flood brings trouble every year. The village is surrounded by water. Water has entered the houses. People are forced to cook food on the roof. Even in such a situation, there is no arrangement for a communal kitchen from the government. The administration has shown promptness, sailors and boats have been arranged. Schools have been closed. I teach in Semra Vidyalaya. The government should give relaxation in making attendance to the flood affected teachers who reach the school."- Rajinikanth, teacher

Due to flood, problem of mobile network has also arisen in the village. Due to this, the villagers are facing difficulty in contacting each other and exchanging important information. Contacting in case of emergency also remains a challenge for the villagers. Due to increase in water flow, there is a possibility of further deepening of the flood crisis in the villages and low-lying areas situated on the river banks. Relief and rescue work is going on in the affected areas by the administration.

The flood situation in Begusarai amid the rising water level of river Ganga continues to be a priority for the administration. Along with administrative officials, public representatives are also continuously reaching different flood affected areas of the district and taking stock of the ground situation.

In this sequence, District Officer Richie Pandey reached Bishanpur Panchayat of Bachhwara block and inspected the flood situation and took information about the relief and rescue operations in the affected areas.

"For the last few days, the water level of Ganga is continuously increasing. 37 Gram Panchayats and 2 Municipal Corporations have been completely affected. A population of 3 lakh 80 thousand has been affected. 223 boats have been made operational. Arrangements for community kitchens have been made." - Richie Pandey, District Officer, Begusarai.

At the same time, senior officials of the district are also continuously visiting the affected areas and necessary instructions are being given to the concerned officials. A high-level review meeting was also organized under the chairmanship of Minister in-charge Ramkripal Yadav at the Kargil Vijay Sabha building located at the Collectorate regarding the current flood situation, relief and rescue operations and preparations of the administration.

In Barauni block, Deputy Development Commissioner Akash Chaudhary inspected the affected areas and took information about relief and rescue operations and the necessary facilities being provided to the people. Here, Minister in-charge Ramkripal Yadav also inspected the flood affected areas of ward numbers 3, 4 and 18 of Begusarai Municipal Corporation as well as Khorampur Panchayat of Matihani zone. He met the affected families, heard their problems and took stock of the relief arrangements.

During this, he inspected the community kitchen and took information about the quality and arrangements of food and directed the officials to provide food, health and other necessary facilities to the flood affected people on time. The administration is also active regarding health facilities in flood affected areas. On behalf of the district administration, districts, sub-divisions and 24x7 emergency control rooms have also been activated at the sub-divisional level. The administration has urged the public to contact them immediately in case of any emergency. For this purpose, the numbers for DEOC Begusarai (06243-450626) and the District Control Room (9279808780) have been released.

Meanwhile, Union Textiles Minister and Begusarai MP Giriraj Singh held a meeting with district administration officials and public representatives in Ballia to review the flood situation and relief-and-rescue operations. Ballia Sub-Divisional Officer Ajay Yadav is also continuously visiting the flood-affected areas.

In view of the continuously rising water level of the Ganges River, the Khagaria district administration has gone into full alert mode. Anticipating potential flood conditions and rising water levels in low-lying areas, District Magistrate Vikram Virkar inspected Ward No. 18 of Banni Panchayat in Gogri Block.

During the inspection, the District Magistrate interacted with locals to understand the difficulties they are facing due to the rising water levels. Villagers requested the District Magistrate to provide additional boats for transportation. They explained that the rising water levels are disrupting road connectivity in several areas, making boats a crucial mode of transport for the people.

"Arrangements for additional boats should be ensured wherever needed, so that people do not face commuting difficulties during floods or waterlogging, and relief-and-rescue operations can be carried out swiftly if required." Vikram Virkar, District Magistrate.

Along with inspecting Banni Panchayat, the District Magistrate also assessed the G.N. embankment. Given the rising water levels of the Ganges, the administration has prioritized the safety of the embankment. The District Magistrate instructed the concerned engineers and embankment guards to ensure continuous monitoring and regular patrolling of the dam.

The DM gave clear instructions to officials that there must be no negligence regarding the safety of the embankment at any level. Special vigilance must be maintained at vulnerable points along the embankment, and senior officials must be informed immediately upon receiving reports of any damage, erosion, or potential threat.

"The river's water level is constantly fluctuating. Given this, keeping a close watch on the condition of the embankment is crucial. Officials and staff must work with utmost vigilance, day and night, to ensure any emergency situation can be addressed in a timely manner." Vikram Virkar, District Magistrate.

In view of the potential flood situation, the district administration has also directed that arrangements be made for direct communication with the public at the panchayat level. The District Magistrate has instructed Sub-Divisional Officers and block-level officials to organize evening community meetings (*Sandhya Chaupal*) in the respective panchayats.

Through these evening meetings, officials will interact with local villagers to understand their issues and needs. Efforts will be made to resolve the problems raised by villagers at the local level. In cases requiring immediate action, officials from the concerned departments will be directed to take the necessary steps.

To assess the situation during this challenging time, Bhojpurs Minister-in-Charge, Arun Shankar Prasad, visited the affected regions alongside Minister Sanjay Singh Tiger, Shahpur MLA Rakesh Ojha, BJP leader Mukteshwar Ojha (alias Bhuar Ojha), Bhojpur District Magistrate Manesh Kumar Meena, and Superintendent of Police Awadhesh Dixit.

Addressing the question of declaring the area flood-affected, the Minister stated that the administration's immediate priority is ensuring public safety and providing food. Responding to regional issues and citizens' demands, the Minister affirmed that the government stands with the disaster victims with the utmost sensitivity. Regarding complaints about health services, he assured that any necessary requirements would be met immediately. Whether it involves the availability of mortuary vans or anti-venom injections, the administration is committed to strengthening these facilities. Addressing concerns regarding the soil erosion occurring in villages like Peeparpati, he stated that the current priority is to tackle the floods and evacuate people to safety. Measures to prevent erosionsuch as boulder pitchingwill be considered by the Water Resources Department and the Flood Control authorities once the situation normalizes. The government is fully alert to the situation; in the coming days, losses such as crop damage and house collapses will be assessed in a phased manner, and compensation will be ensured.

The Bhojpur district administration and the Bihar government are tackling this flood challenge with the utmost readiness. The Judicial Inquiry Commission has extended the final date for submitting evidence in the Bharat Bhushan Tiwari encounter case, which involved police firing in Bilauti village under the Shahpur police station area of Bhojpur. Victims and concerned parties may now submit their affidavits, written statements, and other relevant evidence to the Commission by September 18.

This information was conveyed in a press release issued by the Commission's Secretary and retired judge, Subodh Kumar Srivastava. According to the release, evidence such as photographs, mobile numbers, maps of the incident site, videos, and audio recordings related to the incident may be submitted to the Commission. It is worth noting that on the morning of June 17, Bharat Bhushan Tiwari, son of Kashinath Tiwari, died after being shot during an alleged police encounter in Bilauti village (Shahpur police station area). While the police described it as an encounter in self-defense, the family alleged that Bharat Bhushan Tiwari was apprehended and shot after surrendering. According to the family, he was shot three times at the scene and twice while being transported; he succumbed to his injuries during treatment after sustaining multiple gunshot wounds.

The incident sparked significant uproar in the area. Based on the statement of Bharat Bhushan Tiwari's mother, Asha Devi, an FIR for murder was registered against the then-SDPO of Jagdishpur, the then-Station House Officer (SHO) of Shahpur, and other police personnel.

Given the gravity of the matter, the government had constituted a Judicial Inquiry Commission headed by retired High Court Judge Vinod Kumar Sinha to ensure a fair and transparent investigation. The Commission will now proceed with the investigation based on the statements and evidence received by September 18.

According to available information, the injured youth has been identified as 32-year-old Jitendra Kumar, a resident of Lasadhi village. Jitendra's father, Ramesh Kumar Singh, works as a Railway Lighting Inspector for the Railways in Danapur. On Monday morning, while Jitendra was heading out for some work, the accused launched a life-threatening attack on him following a dispute over mud splashes.

During the assault, the miscreants shot Jitendra in his left leg just above the knee; the bullet passed right through. Immediately after the incident, he was rushed to Ara Sadar Hospital with the help of locals, and his condition is reported to be out of danger. Upon receiving news of the incident, Garhani Station House Officer (SHO) Kamaljit arrived at the scene with his team and initiated a thorough investigation into the matter.

The jeweler sustained a gunshot wound to the right side of his neck, leaving him critically injured. He was subsequently transported to the Tarari Community Health Center (CHC) for treatment via a 'Dial 112' police vehicle.

Upon receiving the news, his family members arrived at the hospital. After receiving first aid, he was referred to Sadar Hospital for further treatment. Speculation suggests the shooting was an attempt to commit robbery. Upon being informed, Sikrahata Station House Officer (SHO) Sanoj Kumar arrived at the scene and has initiated an investigation.

According to reports, the injured jeweler is 33-year-old Bhola Sah, son of the late Shiv Dayal Sah and a resident of Kurmuri village within the Sikrahata police station limits. He runs a jewelry shop at Dev Bazar. As per the details, he was returning home on his motorcycle late Monday evening after closing his shop, just as he did every day.

It was during this journey, between Dev Bazar and Kurmuri village, that armed miscreants shot him. SHO Sanoj Kumar confirmed the incident, stating that the victim is a jeweler who was shot while returning home after closing his shop. Prima facie, it appears the shooting was an attempt to commit robbery, though an investigation is underway.

Bhojpur: Rapid erosion by the Ganges continues in Piparpati village, Bhojpur, causing villagers' homes and lands to be swallowed by the river. This erosion is deeply impacting people's lives and has left many homeless. Floodwaters are rising everywhere, making it difficult for people to continue living there. Amidst this, the story of Kaushalya Devi has emerged; she returned from her maternal home to find her house washed away by the river's erosion.

Villagers in Piparpati are deeply concerned about the erosion caused by the Ganges. The river is eroding the banks at such a pace that many people are losing their homes and ancestral lands to the water. This situation has become a major crisis for the villagers, as the erosion continues unabated, leaving them in a state of fear.

Amidst the flooding and erosion of the Ganges, the story of Kaushalya Devi from Piparpati village has come to light. Kaushalya Deviwhose husband is Om Narayan Chaudharyhad visited her maternal home just a day earlier. At that time, her house and land were safe. However, when she returned to the village, she found no trace of where her house had once stood; her home, land, and all her belongings had been swept away by the swift currents of the Ganges. The home where Kaushalya Devi had cherished countless memories with her family, and the land she had envisioned spending her life on, were all lost within a matter of hours. While she was away at her parental home, the Ganges swallowed her house; upon her return, she found nothing but the river's current and a devastated landscape where her home once stood. She is deeply distressed by this and is pleading with the administration for help.

ARA----------------------------An incident involving the alleged distribution of expired medicines to flood victims at the relief camp in Lakshmanpur, under the Ara Sadar block, has come to light. Qyamuddin Ansari, a member of the CPI(ML) State Standing Committee and a former candidate for the Ara Assembly constituency, issued a press statement leveling serious allegations against the district administration and demanding a thorough investigation into the matter.

According to Ansari, villagers noticed the expiry date on the medicine labels while medicines were being distributed at the relief camp. Protesting this, the villagers created an uproar and blocked the Ara-Barhara road. Upon learning of the incident while visiting flood-affected areas, Ansari immediately rushed to Lakshmanpur, where villagers showed him the medicines alleged to be expired.

The CPI(ML) leader termed the distribution of expired medicines to flood victims an act of gross negligence. He demanded that the Bhojpur District Magistrate and the Civil Surgeon investigate the matter, register an FIR against the relief camp in-charge, and take appropriate action.

Ansari also alleged widespread irregularities in the disaster relief list. He stated that the names of a large number of genuine flood victims were missing from the list. He urged the district administration and the Disaster Management Department to include the names of all excluded flood victims and to make the list public immediately to ensure transparency in relief distribution.

The leader also expressed dissatisfaction with the arrangements for community kitchens operating in the Ara Sadar block. He demanded the establishment of community kitchens in approximately two dozen flood-affected villages, including Bhakura, Pipra, Bara, Basantpur, Srinagar, Lakshmanpur, Dhudhua, Balua, Daulatpur, Dumra, Pirauta, Yadavpur, Chaumukha, Pipra Jaipal, Jagwalia, Mohanpur, Deodhi, Kadra, Mahuli, Balua, and Tenua.

He further stated that plastic tents should be distributed to all flood-affected panchayats under the supervision of government employees from the Disaster Management Department. He alleged that complaints regarding irregularities in the distribution of tents by *Mukhiyas* (village heads) are also surfacing.

SASARAM-------------------------The Pahleja-based factory of Jhula Vanaspati Limited (JVL)once envisioned as a key driver of Bihar's industrial identitynow lies completely desolate.

It is reported that the company's owner, Dinanath Jhunjhunwala, established this factory in Pahleja in 2009 with high aspirations. At the time, the entire Dalmianagar industrial area was filled with optimism, and people hoped that the trend of migration for work would finally halt.

The factory commenced production with a daily capacity of 500 tonnes of refined oil and 200 tonnes of *vanaspati* (hydrogenated vegetable oil). This provided direct and indirect employment to hundreds of local youths. The company's headquarters was located in Nati Imli, Banaras, from where all business operations were managed.

However, within a few years, the company became mired in a financial crisis. Disputes between the management and the workforce began to escalate. Workers alleged that they were not receiving timely wages, bonuses, Provident Fund (PF), or ESI benefits; these grievances led to a major strike in 2016.

Production steadily declined, and the company suffered massive losses due to poor sales. Rainwater completely masks the potholes, making it impossible for drivers to gauge the depth of the water or the size of the hole. Consequently, as vehicles drive through the water, they suddenly plunge into a pothole, creating a constant risk of accidents.

A recent incident occurred near 'Smart Point' on the Kudra-Bhabhua road, where the wheel of an e-rickshaw suddenly dropped into a large, water-filled pothole. The vehicle lost its balance and overturned right on the road. The accident caused a brief period of chaos at the scene.

Fortunately, no major mishap or serious injury was reported; the e-rickshaw driver reportedly escaped without severe harm.

Mantu Singh, the e-rickshaw driver and a resident of Sasaram (Rohtas district), explained that the potholes remain invisible due to the accumulated rainwater. He was driving normally along the road when the wheel suddenly plunged into the water-filled pothole, causing the e-rickshaw to overturn.

People state that while the road condition is poor even under normal circumstances, the problem worsens significantly during the rainy season. Accumulated water hides the potholes from view, turning them into hazards that cause accidents for drivers.

The danger escalates, particularly at night. In low light, water-filled potholes are invisible, and a vehicle's wheel suddenly dropping into one can lead to an accident.

According to local residents, the attention of the concerned officials and the administration has been drawn to the road's condition multiple times, yet no concrete steps have been taken so far toward a permanent solution. Local residents have demanded that the municipal administration and the concerned department immediately inspect the Kudra-Bhabua main road and fill the large potholes dotting the surface as soon as possible.

They suggest that the potholes be filled immediately to ensure safe passage, followed by permanent repairs to the road, so that motorists and pedestrians do not face difficulties during the rainy season.

Residents also warned that if the road's condition is not improved in time, a major accident could occur; the question remains as to who would be held responsible for such an eventuality.

BUXAR--------------------------A man died a tragic death due to electrocution on Sunday in Dhobahi village, under the jurisdiction of the Dhansoi police station. The deceased has been identified as Premchand Singh (49). Following the incident, a pall of gloom descended upon the entire village, including the family of his in-laws.

According to reports, Premchand Singh was the son of Chaturi Singh, a native of Banni village. He had been living at his in-laws' house in Dhobahi village for some time. On Sunday, while bathing at home, he came into contact with an electric wire and suffered a severe electric shock. Before his family could realize what was happening, he had already died on the spot.

Upon learning of the incident, a crowd of locals gathered at the scene. The family members of the deceased are inconsolable.

Police from the Dhansoi station arrived upon receiving the information, took possession of the body, and sent it to Buxar Sadar Hospital for a post-mortem examination. Dr. Anil Sulabh, President of the Bihar Hindi Sahitya Sammelan, made these remarks on Sunday while presiding over a 'Poetry Workshop' held on the sixth day of the 'Hindi Fortnight' and 'Pustak-Chaudas Mela' (Book Fair) at the Sammelan premises. He discussed various forms and genres of verse in detail and familiarized participantsthrough illustrative exampleswith the creative process, the calculation of *matras* (syllabic instants), and the rules governing poetic meter.

Union Minister Jitan Ram Manjhi's health is now reported to be better than before. He had been admitted to AIIMS, Delhi, due to a drop in platelet count and is currently undergoing treatment under medical supervision. Manjhi's advisor, Rizwan Danish, stated that his condition has improved, and the process of moving him out of the ICU has begun. Following a confirmed diagnosis of dengue, his platelet count had dropped to approximately 35,000.

A new update regarding Union Minister Jitan Ram Manjhi's health has emerged. His advisor, Rizwan Danish, confirmed that tests have revealed Manjhi is suffering from dengue. Tension in the Strait of Hormuz has once again raised the question of how long the global economy can maintain its energy dependence on select sea routes. Even minor disruption in the movement of oil and LPG increases price volatility in the market and its impact ultimately reaches the pockets of the common consumer.

But an interesting aspect in this entire crisis is that while the conflict between America and Iran is focusing the world's attention on Hormuz, China is busy strengthening its strategic ground. Beijing's goal is not just to meet today's energy needs, but to create alternative trade and transportation routes for decades to come that can keep it relatively safe from the vagaries of sea routes.

The China-Kyrgyzstan-Uzbekistan railway project should be seen in this context. The completion of the first tunnel in the Kyrgyzstan section is certainly a technical achievement, but the geopolitical message behind it is much more important. China is expanding its reach in Central Asia through rail networks and wants to further strengthen the region's trade and strategic influence.

It is important to understand that China's strength lies not only in its industrial capacity, but also in its ability to make long-term plans and implement them consistently. As the world grapples with an immediate crisis, China often appears to be laying the groundwork for situations beyond. The same policy is visible from Belt and Road to Rail Corridor.

The Hormuz crisis has given new utility to this strategy. If sea routes are disrupted by war, political conflict or security crisis, the importance of alternative land links increases. For China, this corridor opening towards the west through Central Asia can become not only a route for freight transportation, but also a medium for future economic and strategic access.

However, to say that with the construction of this railway the work of Hormuz will be completely completed would be to simplify the reality. Shifting the huge global movement of oil and LPG from sea to rail is not easy. Many challenges will remain such as capacity, cost, distance, security and infrastructure. But making strategic choices is a great power in itself. In times of crisis, the one who has more options, his bargaining power is also greater.

This is a serious message for India too. India's energy needs are continuously increasing and West Asia is extremely important for its energy security. In such a situation, excessive dependence on any one sea route or any one area can create risks in the future. India will also have to continue to focus on alternative energy sources, strategic oil reserves, pipeline networks and better connectivity with Central Asia.

Consequently, any significant change in the Himalayas becomes a matter of concern for India, Nepal, Bhutan, and neighboring countries.

Rising temperatures have now become a serious challenge for Himalayan glaciers. Due to the temperature rise, glaciers are retreating rapidly, and meltwater accumulating around them is forming new lakes. Many existing glacial lakes are also continuously expanding in size. The natural boundaries of these lakes are typically composed of ice, rock, and soil. If, for any reason, these natural dams were to breach, a massive volume of water could suddenly rush downstream. Such an event is known as a Glacial Lake Outburst Flood (GLOF).

Floods of this nature can wreak havoc in mountainous regions. The powerful torrents can sweep away roads, bridges, houses, agricultural fields, and hydroelectric projects in their path. People living in mountain valleys have very little time to escape such sudden floods. This is why monitoring glacial lakes and issuing timely warnings has become absolutely essential.

Another aspect of this crisis relates to water security. While the rapid melting of glaciers may temporarily increase river water levels, the long-term shrinkage of glaciers could impact river flows during dry seasons. This threatens to affect agriculture, drinking water supplies, and hydroelectric power generation. For communities dependent on the Himalayas, these changes could lead to significant economic and social hardships.

Recent natural disasters in Nepal have highlighted the severity of this threat. Similarly, numerous vulnerable glacial lakes have been identified across the Himalayan states of India. Floodwaters have begun to recede gradually in several areas since Sunday. Commuting still relies primarily on boats.

Meanwhile, District Magistrate (DM) Manesh Kumar Meena inspected a community kitchen set up for displaced persons near the Shyam Baba Temple on the embankment close to Gaura village on Sunday. He tasted the food prepared in the kitchen and reviewed the register maintained for the beneficiaries. Subsequently, accompanied by officials, he surveyed the flood-affected areas using an SDRF boat. The DM issued necessary instructions regarding relief and rescue operations to DDC Arun Prakash, SDM Omprakash Lal, Circle Officer (CO) Anand Prakash, and Block Development Officer (BDO) Shatrunjay Kumar Singh.

The administration is arranging meals twice a day for the thousands of people displaced by the floods who are staying in community kitchens and shelters. Papu Rai, a resident of Damodarpur, mentioned that a mixed vegetable dish was served alongside dal and rice on Sunday. According to the administration, 25 community kitchens are currently operational across various panchayats.

Medical teams from the Health Department are also regularly visiting flood-affected areas to provide medical assistance. Patients are being examined and provided with free medicines. The DM stated that while floodwaters have started to recede, government services in the affected areas will continue for the time being.

CO Anand Prakash informed that a compensation cheque has been handed over to the family of Mithun Sharma, a youth from Shahpur Nagar Panchayat who died after drowning in the floodwaters. He stated that 110 government boats are currently in operation, and 8,500 polythene sheets have been distributed so far.

ARA---------------------------Late Sunday evening, armed miscreants shot a student near Anaith Mathiya in the Nawada police station area following a prior dispute. The student sustained a gunshot wound to his back, leaving him critically injured; he was subsequently brought to Sadar Hospital by his family for treatment. The incident has caused a stir in the surrounding area.

Upon receiving news of the incident, Nawada Station House Officer (SHO) Bipin Bihari arrived at Ara Sadar Hospital with a police team, met the injured student, and gathered details about the event. The police have since initiated an investigation. The injured youth has been identified as 18-year-old Krish Raj, son of the late Shibu Kumar and a resident of Ward No. 44, Anaith locality, under the Nawada police station area. He is an Intermediate-level student.

Krish Raj explained that a week prior, bricks and sand had been dumped at his doorstep and not cleaned up. He had questioned the individuals responsible as to why the area wasn't cleaned after the construction work was finished. This led to an altercation, and he had subsequently filed a written complaint with the local police station. The matter had appeared to be resolved after that.

However, late Sunday evening, while he was returning home on a motorcycle with a bag of flour, the same individuals approached from behind and shot him. He fell off the motorcycle and sustained serious injuries. The injured student, Krish Raj, has accused two brothers from the neighborhoodChhotu Yadav and Pawan Yadavof shooting him over the dispute that had occurred a week earlier.

In this regard, Nawada SHO Bipin Bihari stated that the injured youth had previously lodged a complaint at the police station. The police are currently conducting raids to arrest the accused.

In this context, District Magistrate Manesh Kumar Meena visited the flood-affected areas of Shahpur block to assess the ground reality of ongoing relief and rescue operations.

The District Magistrate toured the Lachhu Tola and Shyam Baba ka Dera areas of Shahpur block using an SDRF boat. During the visit, he first inspected the community kitchen operating in the area. Reaffirming his commitment to the public, the District Magistrate not only closely examined the quality and hygiene of the food but also tasted it himself to verify its quality. Additionally, he interacted directly with the flood-affected people eating at the kitchen and gathered detailed information about their problems and needs.

He reviewed the available health facilities, the stock of life-saving medicines, and the overall medical setup. He issued clear instructions ensuring that there should be no delay in providing medical assistance to the affected people under any circumstances and that proper health facilities be made available to them in a timely manner.

Ensuring the safety of livestock and the availability of fodder during the floods is a priority for the district administration. The District Magistrate inspected the camp established for animals and the cattle fodder distribution center. He instructed the concerned officials to ensure that livestock owners face no difficulties and that fodder remains continuously available as required.

Speaking to the media after the visit, District Magistrate Manesh Kumar Meena stated that the district administration is keeping a close watch on the provision of relief materials, food, health services, cattle fodder, and transportation arrangements in the flood-affected areas. The administration's primary objective is to ensure that the affected people and their livestock receive all possible assistance in a timely manner.

Due to a minor lapse in supervision by the family, an innocent child dressed as Krishna lost his life. It is reported that on the occasion of Janmashtami, the family of Aryan Yadavson of Vimlesh Yadav, a resident of Bhagiratha villagehad dressed him up as Lord Krishna. During the festivities, the child swallowed a string of beads he was wearing around his neck. When he began experiencing breathing difficulties, his family rushed him to the Kochas Community Health Center for treatment. Upon examination, doctors discovered that the string of beads was lodged in his windpipe.

According to Dr. Ajit Kumar, a bead from the necklace got stuck in the child's windpipe, resulting in his death. The incident has left the family devastated, and the relatives are inconsolable. The RPF Post at Sasaram received information regarding the theft of a 4-core aluminium cable. Acting swiftly upon receiving the information, the RPF team arrived at the scene and conducted a thorough search and covert surveillance of the surrounding area. During the operation, three suspects were apprehended and interrogated; based on the information provided by them, the stolen DFCCIL cable (measuring approximately 8 meters) was fully recovered. The arrested individuals have been identified as Raj Kumar (18) and Rakesh Kumar (22)both residents of Chilbili, under Kudra Police Station, Kaimur (Bhabua) districtand Akash Kumar Surya (24), a resident of Kudra, Kaimur district. In addition to the stolen cable, a three-wheeled auto-rickshaw (bearing registration number BR01PN7230) used in the crime and a knife used to strip the rubber insulation from the cable were also recovered and formally seized from the accused. The estimated value of the recovered DFCCIL cable is approximately 2,000. A case (Case No. 08/26, dated 04.09.2026) has been registered at the RPF Post, Sasaram, under Section 3 of the RP (UP) Act, and further legal action is underway. The RPF's prompt and effective action led to the successful resolution of the theft case, resulting in the arrest of three accused and the 100% recovery of the stolen property, as well as the seizure of the vehicle and tools used in the incident.

BHABHUA---------------------------The district administration has taken a serious view of the incident where an accused, arrested in a liquor smuggling case, escaped from the lock-up at the Excise Police Station in Bhabua. Acting swiftly on the District Magistrate's instructions, the three Home Guards deployed at the lock-up have been removed with immediate effect. Meanwhile, a high-level inquiry team has been constituted to conduct a detailed investigation into the entire incident. According to reports, on September 3, 2026, a Prohibition Department team seized 358.350 liters of illicit foreign liquor from a Maruti Suzuki car. Deepak, a resident of Haryana, was arrested in connection with this case, and Excise Police Station Case No. 429/26 was registered. However, during an inspection on the morning of September 4, the accused was found missing from the Excise lock-up in Bhabua. Upon learning of the incident, the District Magistrate took a serious view of the matter and directed the Superintendent of Prohibition to conduct a thorough probe and ensure strict disciplinary and legal action against the officials and personnel found at fault. Following these instructions, the Superintendent of Prohibition examined the available CCTV footage. Preliminary observations revealed that the conduct of the Home Guards deployed for the lock-up's security was suspicious and negligent. Subsequently, acting on the District Magistrate's orders, a letter was sent to the District Commandant (Kaimur) to remove the three deployed Home Guards immediately. Officials stated that the scope of the investigation is not limited to the Home Guards alone; if the negligence or complicity of any other official or staff member comes to light, action will be taken against them in accordance with the rules. An FIR has been registered against the guilty parties under relevant sections of the Prohibition Act and other applicable laws. The district administration has made it clear that any negligence or suspicious involvement in the discharge of duties will not be tolerated, and strict legal action will be taken against all individuals found guilty during the investigation.

BHABHUA------------------------------Following the circulation of a video on social media showing a dance performance, Kaimur Superintendent of Police (SP) Shikhar Chaudhary took decisive action by suspending two police officers posted at the Chainpur police station with immediate effect. Departmental proceedings have also been initiated against both officers. An investigation was conducted under the SP's directives, revealing that the viral video was from a wedding ceremony held approximately two years ago. The officers identified in the video are Sub-Inspectors (SI) Satyendra Kumar and Chandan Kumar, both posted at the Chainpur police station. The investigation also revealed that Ajit Yadavpreviously accused in murder and Arms Act caseswas present at the event. The officers' public association with such an individual while watching the dance performance was deemed contrary to police conduct and discipline. Upon receiving the investigation report, the Kaimur SP took strict action and suspended both officers immediately; departmental proceedings have also been initiated against them in accordance with the rules. The Kaimur SP emphasized that the police uniform symbolizes discipline, impartiality, and responsibility, and that any activity violating duty and conduct standards will not be tolerated. Strict action, as per regulations, will be ensured against any police personnel found guilty during the investigation.

BHABHUA-------------------As part of an ongoing anti-drug campaign, the Mohania police have arrested two individuals in separate operationsone with heroin and the other with liquor. Legal proceedings have been initiated against the accused in both cases. According to the police, in the first operation, Krishna Kumar (son of Ashok Thakur), a resident of Mallah Toli under the Mohania police station area, was arrested with 8.9 grams of heroin. The police have seized the contraband and initiated the process of registering an FIR against the accused under relevant sections of the law.

In the second operation, the police arrested Aftab Alam (son of Alam Farooqui), a resident of Barkat Nagar (Mohania), for transporting liquor concealed in a tempo. During the search, 168 bottles of '8 PM' liquor were recovered from the vehicle. Each bottle contains 180 ml, bringing the total volume of seized liquor to 30.240 liters. The police are currently interrogating the accused in both cases and proceeding with further legal action.

BHABHUA---------------------------While the Bihar government is making new appointments of BPSC and 'Vishisht' (special category) teachers to strengthen the education system, instances of administrative bias and irregularities are surfacing at the grassroots level. The latest case comes from the Government-run Middle School in Bhadaula, Kudra Block, Kaimur district, where serious allegations of rule violations and bias have been leveled against the Block Education Officer (BEO) office.

Same Situation, Two Different Decisions: Two teachers working at the schoolKumari Alka Pathak (a 'Vishisht' teacher) and Mrs. Sneha Bhatt (a BPSC teacher)both went on medical leave due to health reasons.

Consistent Stance by the Headmaster: At the school level, the Headmaster clearly recorded 'medical leave' in the absence reports for both teachers and forwarded the files to the BEO office.

Violation of Rules: According to the regulations, paid medical leave is not admissible during the three-year probation period; such leave should be sanctioned as 'Leave Without Pay' (LWP).

Allegation of Bias: The medical leave of Kumari Alka Pathak, who is serving a three-year probation, was not only approved but her salary was also released. In contrast, the salary of BPSC teacher Mrs. Sneha Bhatt has been withheld to this day.

Intervention by Local Representative: Dilip Kumar Singh, the Sarpanch of Bhadaula Panchayat, has submitted a written application to the Kudra BEO demanding an impartial inquiry into the matter.

This incident has raised serious questions regarding the department's functioning. Local teachers allege that decisions in the office are being made based on favoritism rather than adherence to files and rules.

Under which rule or medical board order was Alka Pathak granted paid leave while on probation? If a salary can be paid during probation, what is the motive behind withholding Sneha Bhatt's salary? Teachers' associations have demanded that the District Education Officer (DEO) and the District Magistrate (DM) of Kaimur intervene in this matter.

They have called for punitive action against the guilty clerk and concerned officials responsible for the illegal salary payment, as well as the recovery of the misappropriated government funds. Furthermore, they demand that the withheld salary of the aggrieved teacher, Sneha Bhatt, be released within 24 hours.

If impartial action is not taken regarding this serious matter within seven days, teachersunder the joint banner of the Bihar State Elementary Teachers' Association and the BPSC Teachers' Associationwill stage vigorous protests and lockouts at the DEO office (Kaimur) and the BDO office (Kudra); the Education Department will bear full responsibility for the consequences.

BHABHUA----------------------------Prompt police action in Jhajhani village (Chand Police Station area) averted a major incident A potential shooting incident was averted. The police had received a tip-off that a young man had arrived at the home of Amarendra Thakur with an illegal country-made pistol, intending to shoot him over a past romantic affair. Acting swiftly on this information, the policealong with the ERV-21 Chand teamreached the scene and arrested the youth along with the weapon. According to the police, the arrested individual has been identified as Satyam Kumar (19), son of Arun Pandey, a resident of the Chand police station area. Officers recovered an illegal country-made pistol and a live cartridge from his possession.

Additionally, a spent shell was recovered from the barrel of the seized pistol. An FIR has been registered, and the police are proceeding with further action. Police records indicate that the arrested youth has a prior criminal history; a case (Chand Police Station Case No. 75/26, dated February 14, 2026) was previously registered against him under Sections 137(2) and 140(3) of the BNS. The charge sheet for that case (No. 127/26) was submitted to the court on March 31, 2026. Thanks to the timely tip-off and prompt police intervention, a potential shooting was prevented, and the area was spared from a major criminal incident.

BHABHUA-------------------------Police action against cybercrime continues unabated in the district. In a significant move, the Kaimur Cyber Police Station arrested an accused in connection with a cyber fraud case. The arrested individual has been identified as Punit Tiwari (son of Vinayak Tiwari, resident of Kudasan village, Bhabua police station area, Kaimur district).

The case relates to FIR No. 09/2026, registered at the Kaimur Cyber Police Station on March 15, 2026. The police had registered the FIR under Sections 317(4), 318(4), 336(2), 351(4), and 3(5) of the Bharatiya Nyaya Sanhita (BNS), as well as Sections 66(C) and 66(D) of the Information Technology (IT) Act, 2000. A police investigation revealed that a current account had been opened at Axis Bank in the name of Shree Shyam Enterprises. During the probe, the police found that a total of 1,40,38,939 was credited to this account between April 22, 2025, and March 11, 2026, while 1,35,12,841 was debited during the same period.

According to the police, there is a suspicion that this account, which handled such large-scale transactions, was being used by a cybercrime syndicate. Questioning of the account holder revealed that the account had been opened by Punit Tiwari.

Police stated that after the account was opened, Punit Tiwari took possession of the chequebook, passbook, SIM card, and other related documents from the account holder. Subsequently, critical information regarding the account was allegedly shared with other members of the cybercrime syndicate.

The investigation further disclosed that the Axis Bank current account was a joint account held in the names of Dheeraj Kumar and Akhil Singh.

When the Cyber Police checked the account on the NCCRP portal, they found a total of eight complaints registered against it from various states across the country.

These complaints involved cases originating from Jharkhand, Chhattisgarh, Delhi, Maharashtra, Rajasthan, Tamil Nadu, West Bengal, and Uttarakhand.

The investigation also revealed that four of these complaints were related to Digital Arrest scams. Additionally, the police learned that FIRs had been registered based on complaints linked to this account in Kumaon (Uttarakhand), Kolkata, Jamshedpur (Jharkhand), and Maharashtra.

During the probe, the police discovered that the account had previously been frozen following the registration of complaints against it.

According to the police, Punit Tiwari accompanied the account holder to the bank to have the account reactivated. The police verified this by examining CCTV footage from the bank and questioning bank staff. Another significant fact emerged during the police investigation: the mobile number linked to the bank account was not registered in the account holder's name but was associated with another individual.

According to the police, questioning the actual SIM card holder revealed that the SIM had been obtained from them through deception. The investigation subsequently uncovered that this mobile number was being used for activities related to the bank account.

As the investigation progressed, the police discovered that Puneet Tiwari had allegedly opened current accounts in other banks under various names as well.

Details regarding accounts opened under names such as Puneet Enterprises, Sujeet Enterprises, Suraj Enterprises, Dhiraj Traders, and Tiwari Enterprises have surfaced during the investigation.

The police state that, beyond this, information has been received indicating that Puneet Tiwari also facilitated the opening of bank accounts for other residents of Kaimur district. It is alleged that banking details associated with these accounts were shared with other members of a cyber-crime syndicate.

The Cyber Police Station is now taking the investigation forward. They are working to identify the individuals involved in financial transactions through these accounts and to determine who else is part of this alleged cyber syndicate.

Additionally, the police are examining complaints and FIRs registered in various states to uncover the entire cyber fraud network.

Taking action in this cyber fraud case, the police have arrested Puneet Tiwarison of Vinayak Tiwari, resident of Kudasan village (Bhabhua Police Station area, Kaimur district).

BHABHUA--------------------Police received a tip-off that a container illegally loaded with cattle was approaching from the direction of Aurangabad. Acting on the Superintendent of Police's instructions, a raid team was constituted to verify the information and take necessary action.

The raid team comprised Station House Officer (SHO) Girish Kumar and Sub-Inspectors Sanjay Kumar Yadav and Yogendra Kumar. Based on the information, the team initiated a vehicle inspection drive near Dahla Mor on NH-19. During the operation, a container (Registration No. BR-26GB-6399) was intercepted and searched.

A total of 147 cattle were recovered from the container during the search. According to the police, the animals had been tied up and kept in a cruel manner inside the vehicle. One individual, Md. Tapasi (son of Sagil, resident of Dhamuk village, Jehanabad district), was arrested in connection with the case. The police have seized the container, and further legal proceedings are underway.

BUXAR----------------------------A case of robbery involving cash and goods has come to light following the demolition of a wall at an oil mill located in the *Katra* (complex) of Jama Masjid (Badi Masjid)registered as Waqf No. 1601situated in the bustling commercial area of Thatheri Bazaar under the Town Police Station limits. The aggrieved shopkeeper, Rakesh Sharma, has lodged a written complaint at the Town Police Station against seven associates of the mosque committee and 30 to 40 unidentified individuals. The police have registered an FIR and initiated an investigation.

According to the victim, the incident occurred on Friday following the *Jumma* (Friday) prayers. It is alleged that individuals associated with the mosque committee broke down the oil mill's wall and looted the shop. The incident caused a stir in the area. Recognizing the gravity of the situation, the police are actively investigating the matter.

Acknowledging the seriousness of the case, Shahabad DIG Satyaprakash consulted Buxar SP Shubham Arya to gather details. He ordered the identification and immediate arrest of the culprits. The DIG also addressed the issue regarding complaints that the Buxar SP had not been answering phone calls.

Sadar DSP Gaurav Pandey has registered an FIR against the concerned individuals and commenced an investigation. He appealed to both parties to maintain peace. Gaurav Pandey stated that a related matter is currently pending in court; instructions have been issued to maintain the *status quo* until a court verdict is delivered. Additionally, the damaged area has been sealed.

In his application to the Town Police Station, Rakesh Sharmason of Thatheri Bazaar resident Suresh Sharmastated that he and his father have been operating the oil mill shop in the Jama Masjid (Waqf No. 1601) complex for the past 68 years.

The victim alleged in the application that on the afternoon of September 4, following the conclusion of Friday prayers, an announcement was made from the mosque regarding the demolition of his shop. Shortly thereafter, dozens of individuals associated with the mosque committee arrived armed with sticks and clubs and demolished the mill's wall.

The victim alleges that after breaking down the wall, the mob looted the shop. According to the complaint, Joint Secretary Shabbir Ahmed stole 10,000 in cash from the shop's cash box. Meanwhile, the accusedFasih Alam, Dunnu Hashmi, Zulfikar Hashmi, and Sagir Farooquiare accused of dismantling two 4 HP Crompton motors installed in the mill and removing old machine parts. Additionally, Saif Ansari is accused of conspiring with other unidentified individuals to loot four tins of mustard oil and other valuables from the shop.

According to the victimized shopkeeper, locals began to gather upon hearing the commotion. Subsequently, the named accused leading the mob gathered the stolen goods and fled the scene. The victim alleges that while leaving, the accused threatened to blow up him, his entire family, his home, and his shop with a bomb if he reported the matter to the police.

In his complaint, the victim, Rakesh Sharma, alleges that the entire dispute stems from an old enmity. He states that in 2024, the mosque committee was attempting to level an ancient government well located on the premises by filling it with soil. At that time, the victim's family had opposed the destruction of government property. The victim alleges that this incident was carried out as a result of that ongoing animosity.

BUXAR-------------------------An FIR has been registered at the Town Police Station against youths who allegedly created a ruckusapparently to garner views on social mediaduring the rescue operations following an incident where a man drowned near the 'Badi Nahar Pul' (Big Canal Bridge) close to Jyoti Prakash Chowk. The FIR accuses 'Chhotu Baba' and his associates of misbehaving with a female police officer, obstructing official duty, scuffling with the police, and attempting to forcibly stop the District Magistrate's official vehicle. The police have intensified raids to arrest the accused.

According to the police, information was received around 4 PM on September 3rd that a man, aged approximately 40, had jumped into the canal from the bridge near Jyoti Prakash Chowk. Upon receiving the information, the police arrived at the scene, where a large crowd had gathered. Four or five youths in a four-wheeler were also present there; one of them was being addressed by the crowd as 'Chhotu Baba'.

According to the police complaint, the youths allegedly tried to obstruct official work by creating a commotion during the rescue operation. The submerged man was retrieved after the arrival of a government diver. It is alleged that during this time, some of the youths put the man into their vehicle and drove away. The police attempted to pursue them, but they managed to leave the scene. Later, it was learned that the man had been taken to the hospital, where doctors declared him dead.

The police complaint also mentions a video that was circulated on social media. It has been reported that a video posted from an Instagram account shows two young men and some of their associates arguing with a female police officer and obstructing official duty near Jyoti Prakash Chowk.

The police allege that, during this incident, an attempt was made to stop the District Magistrate's official vehicle and create a disturbance. When the police force tried to remove the youths, a scuffle ensued, and the police eventually had to use force to disperse the crowd.

An FIR has been registered at the Town Police Station based on a complaint filed by Assistant Sub-Inspector Mukesh Kumar Yadav. The FIR names Chhotu Baba and his associates as the accused. The police are now conducting continuous raids to arrest the accused, identifying them through the viral social media video and other available evidence. Kanchan Bala has been entrusted with the investigation of the case.

BUXAR-------------------------A grand and soulful celebration of Shri Krishna Janmashtami was organized jointly by the Arjunpur and Charitravan branches of Heritage School on the school premises. On this occasion, children dressed as Radha and Krishna brought the life, ideals, and deeds of Lord Krishna to life through their captivating performances.

Through the children's presentations, the audience witnessed glimpses of Shri Krishnas childhood persona alongside life values such as love, friendship, compassion, courage, a sense of duty, truth, and righteousness. The little ones, dressed as Radha and Krishna, charmed everyone present. The entire school campus was immersed in devotion to Krishna, music, and jubilation.

According to the school management, the objective of the program was not merely to acquaint children with religious and cultural traditions but also to convey the message of building a better, sensitive, and responsible society by drawing inspiration from Shri Krishnas philosophy of life.

School President Prem Kumar Pathak stated that Shri Krishnas life inspires us to remain steadfast on the path of truth, justice, and duty, even in the most difficult circumstances. Appreciating the children's beautiful performances, he remarked that such events serve as a powerful medium to pass on our culture and values to the next generation.

Principal Dr. Sushma Kumari observed that Shri Krishnas personality represents a wonderful blend of love, compassion, wisdom, action, and human sensitivity. She noted that performances where children portray Radha and Krishna help foster a love for Indian culture and instill good values in them.

School Director Dr. Pradeep Kumar Pathak stated that Krishna Janmashtami is not just an occasion for celebration but a festival that inspires us to incorporate Shri Krishnas philosophy of *Karma Yoga* (selfless action) and life values into our own conduct. He added that through their performances, the children made a meaningful effort to convey a message to society: if there is love, let it be like that of Radha and Krishna; if there is friendship, let it be like that of Krishna and Sudama; and if there is dedication to duty, let it be like that of Shri Krishna.

He emphasized that Heritage Schools objective is to connect children with culture, values, ethics, and human principles alongside their academic education. Such events serve as a medium to realize this very vision of the school.

The program provided a wonderful platform for the children's creativity, self-confidence, cultural awareness, and emotional expression.
