Major Controversy Rocks BCCI: Complaint Filed Against Vice President Rajeev Shukla for Tenure Violation
A formal complaint has been submitted to the BCCI Ombudsman and Ethics Officer, alleging serious constitutional violations by Board of Control for Cricket in India (BCCI) Vice President Mr. Rajeev Shukla. The representation, filed by cricket governance advocate Pradeep Singh, claims Mr. Shukla has exceeded the constitutionally mandated maximum tenure of nine years for any BCCI office bearer.
Mumbai (RNI) A formal complaint has been submitted to the BCCI Ombudsman and Ethics Officer, alleging serious constitutional violations by Board of Control for Cricket in India (BCCI) Vice President Mr. Rajeev Shukla. The representation, filed by cricket governance advocate Pradeep Singh, claims Mr. Shukla has exceeded the constitutionally mandated maximum tenure of nine years for any BCCI office bearer.
According to the complaint, Mr. Shukla’s tenure began during the 81st BCCI Annual General Meeting on September 29, 2010, and cumulatively spans more than ten years—a direct breach of Clause 6(5)(f) of the BCCI Constitution. Singh further cites Rule 3(b)(1)(i) and the Supreme Court’s 2016–2022 reform mandates, urging Mr. Shukla’s immediate disqualification with retrospective effect from December 2023.
The petition alleges a “calculated circumvention” of governance norms to enable Mr. Shukla’s continued hold over the Vice President’s post and his projected elevation as Acting President post Mr. Roger Binny’s retirement in July 2025. It highlights a pattern of “selective rule enforcement,” pointing out how age-limit rules were enforced for Mr. Binny, but tenure limits ignored for Mr. Shukla.

Conflict of interest in the Uttar Pradesh Cricket Association (UPCA), where Mr. Shukla allegedly chaired meetings and nominated himself as the state body’s BCCI representative despite being disqualified as Director in 2022 due to KYC discrepancies.

Misuse of position for personal and political gain, contrary to the spirit of reforms mandated by the Supreme Court.

Demand for recovery of all perks and emoluments drawn beyond the legally permissible tenure.
The complaint includes corroborative evidence, including minutes from BCCI AGMs, documents related to UPCA, and DOB records showing inconsistencies.
Mr. Rajeev Shukla has not responded to the allegations at the time of this report. The matter now lies with the BCCI Ombudsman and the Ethics Officer, who are expected to review the complaint and recommend appropriate action.
As BCCI continues to portray itself as a reformed, transparent institution, this controversy poses a critical test of its credibility, impartiality, and constitutional integrity.
