AGITATION AGAINST DDC

17-JUNE-ENG 2

RAJIV NAYAN AGRAWAL

BUXAR---------------------------Rajiv Kumar Yadav, a Zila Parishad member from Nawanagar, has announced a phased agitation against the Chief Executive Officer-cum-Deputy Development Commissioner (DDC) of the Buxar Zila Parishad through an open letter. He alleged that development work in the district is being hampered by the DDC's bureaucratic, arbitrary, and dictatorial attitude, as well as an anti-development stance. He has appealed to the public and elected representatives of the district to join the protest.

The open letter alleges that administrative approvals for schemes under the 15th, 6th, and 5th Finance Commissions for the 2025-26 financial year are being deliberately delayed. Furthermore, payments for development works sanctioned between the 2021-22 and 2024-25 financial years remain pending. Allegations of discriminatory behavior and rude conduct towards Zila Parishad members have also been leveled against the DDC.

The letter further states that there is a lack of interest in the functioning of the Zila Parishad office; specifically, the tender process for the Zila Parishad Dak Bungalow has not been initiated despite the Detailed Project Report (DPR) being ready. Demands have also been raised to clear encroachments from approximately 1,100 acres of Zila Parishad land and to boost revenue by constructing markets, marriage halls, and shops on that land.

Rajiv Kumar Yadav alleged that resolutions passed during Zila Parishad general meetings are not being implemented, and proper protocol and courtesy are not being extended to the Chairperson and members, which amounts to an insult to elected representatives.

A phased agitation has been announced to address these issues. The protest schedule includes a demonstration on June 18, effigy burning on June 20, a semi-nude protest on June 22, a protest wearing black armbands on June 24, a campaign to smear soot on cutouts on June 26, an 'egg-smashing' event on June 28, and a mock funeral procession on June 30. All events will be held in front of the Zila Parishad office starting at 12:00 PM. A Zila Parishad member stated that this agitation against the DDC's alleged arbitrariness and bureaucracy would be transformed into a broad-based mass movement, and an appeal has been made for maximum public participation.
