ARA--------------------------The Bihar government has implemented new rules for the transfer and posting of librarians working in the state's secondary and higher secondary schools. Under the "Bihar State Teacher Transfer (Amendment) Rules, 2026," issued by the Education Department on August 20, 2026, librarians will now also be transferred via an online portal, similar to the process for teachers.

According to the notification issued by Education Department Secretary Rajiv Roshan, these rules will apply to librarians currently working in schools who have passed the 'Sakshamta Pariksha' (Competency Test) under the Bihar School Special Teacher Rules, 2023. The authority for their appointment has been vested in the District Education Officer. Under the new rules, distinct provisions regarding the "home zone" have been introduced for male and female librarians.

Upon request, female librarians may be posted to a school other than the one in their home panchayat—but within the same block—subject to the availability of a vacancy. Special exemptions may be granted by the competent authority in cases of serious illness or severe disability.

The Education Department has clarified that all types of transfers—whether general, optional, mutual, or administrative—will henceforth be processed exclusively through the departmental portal. If multiple applications are received for the same post, seniority will be determined based on service points, posting location points, and seniority points.

Additionally, two librarians may arrange a mutual transfer via the portal based on mutual consent. The entire process will be conducted in accordance with the schedule prescribed by the department.

The rules further state that if allegations of financial irregularity, indiscipline, negligence in library operations, or unbecoming conduct are substantiated against a librarian, they may be transferred on administrative grounds upon the recommendation of the District Education Officer or the District Magistrate. However, prior to such action, it is mandatory to issue a show-cause notice to the concerned employee, allowing them seven days to respond.

According to the notification, librarians dissatisfied with the decision of the District Establishment Committee may file an appeal before the Divisional Commissioner within 15 days. Similarly, an appeal against the decision of the State Establishment Committee may be filed with the Secretary of the Education Department within 15 days.

The department has also clarified that grievances will be limited to matters concerning service tenure, disability points, or factual errors. Not receiving a "preferred school" will not be considered valid grounds for an appeal.

The department has instructed all District Education Officers to ensure that, prior to the committee meeting, they make updated information regarding vacant posts and currently employed librarians in their respective districts available on the portal.
