SURVEYOR AND ADMINISTRATION FORCED TO RETURN

In the village of Devrarh Kalan, under the Kudra administrative circle, a tense situation arose when a land surveyor—dispatched by the local administration to conduct a measurement—was forced to leave along with the accompanying police team due to the high-handed behavior of an individual claiming to be from the Dalit community. According to reports, the land in question—located in Mauza Devrarh Kalan (Thana No. 643, Khata No. 06, Khesra No. 1545, covering an area of 2.05 decimals)—is registered in the name of the victim, Neetu Kumari, wife of Surya Kant Tiwari. Documentation, including a mutation correction certificate and land revenue receipts, supports her claim. It is alleged that Surendra Chaudhary, a resident of Devrarh Kalan, has been forcibly occupying this land for the past three years. BHABHUA------------------------In the village of Devrarh Kalan, under the Kudra administrative circle, a tense situation arose when a land surveyor—dispatched by the local administration to conduct a measurement—was forced to leave along with the accompanying police team due to the high-handed behavior of an individual claiming to be from the Dalit community. The victim states that there have even been attempts to construct a house on the disputed property.

For months, the victim has been appealing to the Circle Officer (Anchal Adhikari) and the local police station, requesting that the construction be halted and the land officially measured.

Following these appeals, the administration dispatched a surveyor and a police contingent to the site—the second such attempt. However, due to the aforementioned individual's aggressive obstruction, the team was unable to complete the measurement. When questioned, the surveyor, Brahm Dayal, stated that the matter would be reported to senior officials, adding that any future attempt to measure the land would require the presence of a substantial police force.

This raises a significant question: an individual who identifies as belonging to the Dalit community is not only occupying another person's land but is also effectively leveraging his status—potentially even threatening to invoke the 'Dalit Act' (SC/ST Act) against others. One must wonder: is an individual who is powerful enough to defy the administration and prevent an official land survey truly a member of the marginalized Dalit community? It remains to be seen what further action the administration will take.
