ARA---------------------------Administrative efforts to align the sanitation system in Jagdishpur Nagar Panchayat with departmental standards have accelerated. The Nagar Panchayat administration is working on a process to execute sanitation work through an outsourced agency and implement a biometric attendance system, in accordance with guidelines issued by the Urban Development and Housing Department, Government of Bihar. It is worth noting that a formal request to comply with departmental orders was submitted to the Executive Officer of Jagdishpur on August 30, 2025. This application cited specific letters from the Urban Development and Housing Department (Letter No. 3352 dated Nov 17, 2021; Letter No. 617 dated March 2, 2024; and Letter No. 566 dated June 13, 2025), urging that the attendance of sanitation workers in urban bodies be recorded via a biometric system and that salary, honorarium, and remuneration payments be ensured based on this data. Furthermore, departmental directives mandate that sanitation operations be managed through an outsourced agency. The matter was also raised during a board meeting, where it was stated that the issue would soon be formally recorded in the proceedings and the tendering process initiated. After a significant lapse of time, I submitted another application to the Executive Officer on June 19, 2026, to help improve sanitation and cleanliness within the Nagar Panchayat area. In response to this application, the Executive Officer of Jagdishpur Nagar Panchayat informed me via Office Letter No. 66 (dated June 25, 2026) that the process of preparing the Bill of Quantities (BOQ) is currently underway. Once the BOQ is finalized, a tender will be published in accordance with departmental regulations.
The Executive Officer of Jagdishpur Nagar Panchayat stated that all necessary administrative and technical procedures are being followed in compliance with departmental guidelines. He stated that once the Bill of Quantities (BOQ) is prepared, a tender will be issued in accordance with the rules; subsequently, following the completion of the tendering process, an outsourcing agency will be selected to commence the sanitation work. He further added that the objective of the Nagar Panchayat is to provide residents with an improved and organized sanitation system while ensuring full compliance with departmental regulations. The entire process will be conducted transparently and in adherence to established rules. Residents hope that the implementation of the new system—following the completion of the tender process—will lead to regular monitoring of sanitation activities, biometric attendance for personnel, and further improvements in the overall cleanliness system.
