INITIATIVE TO CONSTRCUT ROADS ON FLOOD CONTROL EMBANKEMNTS

ARA----------------------------The Bihar government's initiative to construct roads on flood control embankments is highly praiseworthy. This will not only enhance flood protection but also improve connectivity in rural areas. It is hoped that this work will soon be undertaken on embankments where road construction has not yet taken place.

However, a major challenge in this endeavor is the lack of coordination between departments. Confusion often arises regarding whether the road construction work should be carried out by the Water Resources Department or the Rural Works Department. Frequently, both departments shift responsibility onto each other, causing delays in the commencement of projects and hindering development work.

To avoid such situations, the Bihar government should formulate a clear and permanent policy defining the specific responsibilities of each department for different types of projects. Furthermore, mechanisms must be established to ensure better coordination and time-bound implementation between the two departments. This will accelerate the pace of road construction and ensure that the public receives the benefits in a timely manner.
