PATNA--------------------------The Government of Bihar has tightened the regulations regarding the process for issuing Caste, Income, and Domicile certificates. Effective March 5th, it has become mandatory to upload all necessary documents online at the time of application. Applications submitted without the requisite documents will be summarily rejected.
According to the new rules, applicants seeking a Domicile Certificate must submit an identity proof along with documents verifying their address. For an Income Certificate, it is mandatory to provide proof of income in addition to an identity proof. Similarly, for a Caste Certificate, applicants must submit land records (Khatiyan) alongside their identity proof.
If the land is registered in the name of the applicant's father, grandfather, or another family member, a genealogy chart must be attached along with the land records to verify the familial relationship. The government has designated land records (Khatiyan), gift deeds, other land-related documents, allotment papers for landless persons, and various other revenue records as valid supporting documents.
In cases where an applicant does not possess the necessary revenue-related documents, they may opt for a site inspection during the application process. The certificate will be issued only after the verification through such an inspection has been completed.
