RAJIV NAYAN AGRAWAL

ARA---------------------------For years, a large number of employees in Bihar have been working across various government departments on a contractual basis. These employees are rendering their services in over 30 departments, including Education, Health, Panchayati Raj, Urban Development, IT, and Technical Services. It is estimated that approximately one million contractual workers are currently employed across the state under various schemes and projects. For years, these individuals have played a pivotal role in implementing government schemes at the grassroots level; yet, to this day, they remain deprived of job stability and security.

Over the past two decades, the Honorable Chief Minister of Bihar, Shri Nitish Kumar, has taken numerous historic decisions aimed at the development of the state. Under his leadership, significant positive changes have been brought about in the fields of education, healthcare, road infrastructure, electricity, women's empowerment, and law and order. As a result of these efforts, Bihar has embarked on a new trajectory of development. Today, as a vast number of contractual workers in the state have been rendering their services for years, the issue of securing their future assumes paramount importance. Despite low wages, temporary appointments, and an uncertain future, these contractual workers perform their duties with unwavering dedication. Many employees have been serving continuously for over 10–15 years, yet they do not enjoy the same benefits and security accorded to permanent employees.

If the State Government were to take the historic decision to regularize these contractual workers in a phased manner, it would bring stability to the lives of millions of families. The assurance of job security would boost employee morale, enabling them to serve the public with even greater dedication. Furthermore, the administrative machinery itself would become more robust and efficient.

This is not merely a question of employment; it is fundamentally a matter of social justice and respect for labor. Granting permanent status to employees who have contributed for years to the success of the state's various schemes would be a fitting tribute to their hard work and dedication.

Therefore, a humble appeal is made to the Honorable Chief Minister of Bihar, Shri Nitish Kumar: should he take a concrete decision to regularize the state's contractual workers before demitting office, this step would prove to be truly historic. Not only would this ensure a stable future for millions of employees and their families, but this decision would also stand as a milestone in the administrative history of Bihar.

Undoubtedly, if the decision is taken to regularize the approximately one million contractual workers, it will mark a chapter in the history of Bihar that future generations will long remember. It will then be said that, towards the end of his tenure, a leader took the courageous decision to bring stability and dignity to the lives of millions of hardworking employees.
