ARA----------------------------The new Union Budget presented by Union Finance Minister Nirmala Sitharaman, viewed holistically, is not merely an annual financial document but a solid foundation for the dream of a 'Developed India 2047'. This budget, like a reform express, runs at a fast pace on the tracks of economic reforms undertaken in the past years and now promises to take India to new heights of high growth, inclusion, and self-reliance. From a comparative, critical, and critical perspective, this budget maintains the continuity of previous budgets while also adding several new dimensions, making it historic and forward-looking.

This budget presents itself with greater confidence than the budgets of the past few years. The confidence in India's economic strength, demonstrated amid the pandemic, global economic instability, geopolitical tensions, and supply chain challenges, is clearly reflected in this budget. While previous budgets focused more on crisis management and managing the economy, this budget appears to be preparing the runway for high-growth growth. The mantra of "Sabka Saath, Sabka Vikas, Sabka Vishwas" here transcends the slogan and transforms into a policy framework.

The budget's vision for the health sector is particularly insightful. Provisions for expanding medical infrastructure, increasing the number of medical colleges, strengthening primary health services, and providing access to healthcare in every village through digital health indicate that the government is considering health not just an expense but an investment in human capital. Compared to the budgets of the previous decade, a qualitative shift is visible in both allocations and approaches to health. This shift will not only lead India to a healthier society but will also strengthen productivity and economic growth in the long run.

The budget's spirit is also visionary in the field of education. The implementation of the new education policy, its emphasis on skill development, digital education, artificial intelligence, and education related to emerging technologies, demonstrates the government's desire to prepare today's youth for the future of India. Previous budgets focused on education spending, but this budget clearly demonstrates a strategy to connect education with employment and innovation. This is where the budget appears comparatively more mature and pragmatic.

From a development perspective, this budget presents a model of "infrastructure plus inclusion." The prioritization of railway corridor development, strengthening logistics, and investment in road, port, and urban infrastructure is a significant step towards making India a strong part of the global supply chain. The announcement to develop seven railway corridors is not only a means of expanding transportation facilities but also a means of industrial development, job creation, and regional balance. When compared to previous budgets, it becomes clear that the government is now considering infrastructure as the engine of development and is continuously accelerating it.

This budget deserves special mention in the context of rural India. Provisions related to agriculture, rural infrastructure, irrigation, farmer welfare, and rural entrepreneurship indicate that the intention to integrate villages into the mainstream of development is not limited to mere announcements. The expansion of medical facilities, education, and digital connectivity increases the potential for improving the quality of life in rural India. This realizes the vision of a self-reliant India, in which strong villages automatically strengthen the country.

The budget also has a comparatively broad approach to women's empowerment. Special provisions related to women's self-help groups, women's entrepreneurship, health, and education demonstrate that women are being viewed not merely as beneficiaries but as partners in development. Targeted schemes for the poor and disadvantaged also make this budget balanced from a perspective of social justice. Critically, this budget attempts to strike a balance between welfare and development, which is essential for any long-term economic policy.

This budget is particularly important for the youth. Investments in startups, innovation, Skill India, employment generation, and new technologies address the aspirations of the youth. When viewed in the context of the upcoming assembly elections in the states, it becomes clear that the budget has taken into account regional balance and political realities. While critics may call it an election budget, from a critical perspective, it would be more appropriate to say that in a democratic system, it is natural for the budget to be linked to people's aspirations, provided it does not hamper long-term development. This budget reflects a balance between long-term vision and immediate needs.

Critically, it must be acknowledged that the success of any budget is determined not by mere announcements but by their effective implementation. Availability of resources, coordination with states, and transparent administration will be the real tests of this budget. Nevertheless, comparatively, this budget appears to be an important milestone in India's economic journey.

Ultimately, it can be said that this budget presented by Nirmala Sitharaman lays a strong foundation for India's high-growth growth. It acknowledges current challenges while paving the way for future possibilities. Health, education, infrastructure, rural development.

By placing women and youth at the center, this budget is a powerful step towards a "Developed India 2047." If supported by continuous reform, accountability, and inclusive implementation, this budget will go down in history not just as a document, but as the foundation for India's bright future.
