ARA-------------------------Serious questions are being raised regarding the role of Panchayat Executive Assistants working in the Panchayati Raj Department of Bihar. Shouldn't the department give them so much power that before uploading any Panchayat plan online, they can ask the Mukhiya and the Panchayat Secretary whether the plan has actually been completed or not? Is the work incomplete or complete? How much amount was withdrawn in the name of the scheme and how much work was done on the ground in proportion to it?

If the Executive Assistant will be limited to uploading information related to the scheme only at the behest of the Mukhiya and the Panchayat Secretary, then how will transparency and monitoring of the schemes be ensured at the grassroots level?

Some people allege that many times the details related to the schemes are uploaded under pressure without the work being completed. If so then it is a serious matter.

The Panchayati Raj Department should give clear rights and responsibilities to the executive assistants so that at least before uploading the scheme, they can question the actual status of work on the basis of documents and available evidence and can report to the higher authority in case of irregularities. After all, who is responsible for transparency and proper utilization of government funds in Panchayats?
