ARA----------------------------Senior RJD leader and former Jagdishpur MLA Bhai Dinesh has raised serious questions regarding the current functioning of the Bihar government. Expressing concern over the increasing interference of NGOs and private agencies in government departments, he termed the system a means to plunder the state exchequer.

Bhai Dinesh stated unequivocally that the manner in which tasks are currently being executed through private agencies in various government departments, municipal bodies, and other public institutions is not only flawed from a policy perspective but is also causing massive financial loss to the state. He demanded a high-level inquiry into this entire system to assess whether these agencies are truly necessary or if the arrangement has merely become a network for middlemen.

There is a long list of schemes operated through NGOs and agencies, covering critical tasks such as sanitation in municipal areas, food distribution in government schools and hospitals, the deployment of security guards, and the distribution of books. Highlighting the ground reality, Bhai Dinesh noted that while these operations are portrayed on paper as large-scale undertakings, the actual work is carried out by local personnel who receive only nominal wages. A significant portion of the remaining funds ends up in the pockets of the private agency and NGO owners.

This system not only facilitates the misuse of public funds but also perpetrates an injustice against poor workers who, despite their hard labor, remain deprived of their due rights. The former MLA alleged that the looting of public funds—achieved by inflating expenditure figures on paper while cutting corners on actual work—has compromised the quality of public welfare schemes. He asserted that as long as this era of middlemen persists, the quality of services delivered to the general public will never improve.

To address this issue, Bhai Dinesh urged the Bihar government to stop outsourcing public-interest tasks—such as sanitation, security, food provision, and book distribution—to NGOs and instead manage them directly through the relevant departments, institutions, and local bodies. If this work is carried out directly under government supervision, transparency will naturally increase. Direct management of operations will effectively curb corruption and lead to improvements in the quality of services.
