PATNA--------------------------Now, roads in cities will not be raised arbitrarily. The Road Construction Department has decided not to raise the level of roads in the name of repairs, to reduce the problem of waterlogging.
The state government has taken strict action to address the increasing waterlogging problem in Bihar's cities. Now, formal permission from the Road Construction Department will be mandatory before raising the level of any road in urban areas. Following the Patna High Court's strict comments, the department has instructed all engineers not to raise the level of a road without written approval under any circumstances. During the hearing of a public interest litigation, the court clearly stated that drainage systems cannot be ignored during road construction or repair. Under the new order, a topographic survey will now be mandatory before any road construction or repair. Executive engineers, assistant engineers, and junior engineers will ensure work is based on the survey report. A quality control team will examine the report and strictly enforce the road profile. Additionally, during repairs, the road will be reconstructed from a lower level, removing the old and upper layer to avoid unnecessary elevation gain and obstructing drainage. Roadside drainage has been made mandatory in markets and densely populated areas. The government hopes these new regulations will reduce the problem of waterlogging that occurs every monsoon.
