BUXAR---------------------------The political atmosphere in the district has heated up against the District Council Chairperson. Initiating the process to move a no-confidence motion against Chairperson Saroja Devi, several elected members of the District Council submitted a jointly signed memorandum on Monday to Buxar's Deputy Development Commissioner (DDC), Niharika Chhavi. A copy of this memorandum has also been sent to the District Magistrate.
In the memorandum, the members have demanded that a special meeting be convened under Section 70 (4) (1) of the Bihar Panchayat Raj Act, 2006, to consider the no-confidence motion against the Chairperson. The members state that they are dissatisfied with the Chairperson's style of functioning, and the motion expressing a lack of confidence is being presented on the basis of a majority consensus.
The memorandum submitted by the members alleges that the Chairperson, while disregarding the rights of the District Council members, authorized the supply of books and furniture—ostensibly for libraries—to various schools based solely on her personal recommendations. Furthermore, it is alleged that the general meetings of the District Council were not convened at the stipulated three-month intervals, as mandated by the rules.
The memorandum further asserts that members' queries were arbitrarily expunged from the meeting proceedings register, and facts were recorded therein to suit the Chairperson's convenience. Allegations have also been leveled regarding discriminatory practices in the selection of development schemes and the disproportionate allocation of funds for expenditure within her own constituency.
This memorandum regarding the no-confidence motion bears the signatures of several District Council members, including Reena Kumari; Arvind Pratap Shahi (member from Chougai); Pooja Devi; Vidya Bharti (from Kesath); Aarti Devi; and Muna Yadav.
The members have requested the administration to organize a special meeting as expeditiously as possible—in strict accordance with the provisions of the Act—to facilitate a formal discussion and vote on the no-confidence motion.
Following these developments, political activity within the District Council has intensified, and it is anticipated that the political equations will become clearer in the coming days once the date for the special meeting is finalized.
