ARA--------------------------For several years now, a large number of employees in Bihar have been recruited across various government departments through manpower outsourcing. Personnel are currently rendering their services in roles such as Computer Operators, Data Entry Operators, Technical Assistants, and various other positions via outsourcing channels. The Bihar State Electronics Development Corporation Limited (BELTRON) has played a pivotal role in facilitating these recruitments.

Through BELTRON, thousands of young people have secured employment—undoubtedly a positive initiative. However, over time, it has been observed that nearly complete control over the manpower outsourcing sector has become concentrated in the hands of a single entity. Whenever a single institution establishes a monopoly in any sector, questions inevitably arise regarding transparency, competitiveness, and operational efficiency.

Manpower outsourcing is a domain where transparency and fair competition are absolutely essential. If this system were to provide opportunities for multiple competent agencies to operate, it would not only render the process more transparent but also expand employment opportunities for the youth. Furthermore, the government itself would gain access to superior services and human resources at competitive rates.

Today, a vast number of educated young people in Bihar are actively seeking employment. If the outsourcing framework were made more open and competitive, it would pave the way for the emergence of new agencies, thereby generating fresh employment opportunities and ensuring a more transparent recruitment process.

The government ought to undertake a comprehensive review of the manpower outsourcing mechanism and formulate a policy that precludes any single institution from holding an absolute monopoly. Through a robust and transparent policy, opportunities should be extended to various qualified agencies, ensuring that the youth secure employment through a fair and equitable process, while government departments simultaneously benefit from enhanced services.

Bihar is embarking on a new era of development. At such a juncture, it is imperative that every system related to employment be transparent, competitive, and aligned with the public interest. The same principle should be applied in the field of manpower outsourcing as well, so that the youth of the state receive greater opportunities and public trust in the system is strengthened.
