The flag march proceeded from Jyoti Chowk, passing through Khalasi Mohalla, Yamuna Chowk, Thatheri Bazar, and Badi Masjid, before concluding at the Model Police Station. A team of administrative and police officials accompanied them.

The district administration has put extensive security arrangements in place for Muharram. According to the administration, 128 static magistrates and police officers, 31 patrol teams, 2 zonal magistrates, and 2 Quick Response Teams (QRTs) have been deployed across the district. Additionally, magistrates and police officers have been assigned to accompany the Tazia processions. A control room has also been established at the district level to handle any emergency situations.

According to administrative data, a total of 107 licensed Tazia processions will be taken out in the district. These include 48 processions in the Buxar subdivision and 59 in the Dumraon subdivision. The District Magistrate has instructed officials to ensure that the height of the Tazias adheres to prescribed standards and that obtaining a license from the Sub-Divisional Officer is mandatory for all processions. There is a complete ban on the use of DJs during the processions. Furthermore, inflammatory slogans, provocative songs, and the display of weapons are strictly prohibited.

The administration has directed officials to collect the names, addresses, and Aadhaar details of 10 to 25 responsible individuals from the procession organizers and to obtain an undertaking from them regarding the maintenance of peace and law and order. Videography of all processions has also been made mandatory.

Instructions have been issued to physically verify sensitive locations, graveyards, and procession routes.
