ARA------------------------The President's Secretariat has taken cognizance of a petition submitted to the President of the Republic of India regarding the case of the late social activist Bharat Tiwari, who died in a suspicious police encounter. The petition sought an impartial investigation into the circumstances of his death, lawful action against guilty officials, justice and adequate compensation for the bereaved family (including a government job), and the withdrawal of FIRs lodged against family members, social activists, and advocates who had been demanding justice.
It is noteworthy that Advocate Pramod Kumar Rai, former Joint Secretary of the District Bar Association, Ara, had submitted a detailed petition to the President on June 20, 2026. The petition demanded an independent and impartial inquiry—by the Central Bureau of Investigation (CBI) or an independent judicial commission—into the circumstances of the late Bharat Tiwari's death. It also called for strict legal action against the culpable police and administrative officials, the provision of dignified financial assistance and government employment to the victim's family, and the withdrawal of FIRs and repressive measures taken against citizens demanding justice.
In this regard, information was received today, June 22, 2026, via email from the President's Secretariat, New Delhi, at the undersigned's email address (pkcongressadv@gmail.com). The communication, sent by Mr. Ashok Kumar (Additional Secretary, President's Secretariat), informed the undersigned that the petition has been forwarded to the Chief Secretary, Government of Bihar (Patna), for consideration and necessary action. Furthermore, the concerned authorities have been directed to take the requisite action on the matter and apprise the undersigned of the outcome.
The prompt cognizance taken by the President's Secretariat in this matter demonstrates that the nation's highest constitutional institutions are sensitive and vigilant regarding serious issues concerning public interest, human rights, and justice. This has significantly strengthened the hope for an impartial investigation and justice among the victim's family, social activists, advocates, and justice-loving citizens. The undersigned stated that the case of the late Bharat Tiwari is not limited merely to the death of an individual; rather, it is a matter of immense importance concerning democratic rights, the protection of human rights, the rule of law, and the safety of social activists who struggle for the public interest. Therefore, an independent, impartial, and transparent investigation into this matter is essential to bring the truth to light and ensure the accountability of the guilty.
Expressing gratitude to the Hon'ble President and the President's Secretariat—particularly Additional Secretary Shri Ashok Kumar—the undersigned expressed hope that the Government of Bihar and the concerned competent authorities would ensure prompt, impartial, and effective action in this serious matter and take concrete steps to secure justice for the aggrieved family.
