DELHI-------------------------In view of the increasing financial burden on students and parents, the CBSE has taken a significant step. The Board has directed all affiliated schools that no additional or unauthorized fees of any kind are to be collected while submitting the List of Candidates (LOC) for the Class 10 second board examination. It had come to the Board's notice that some schools were collecting up to three months' worth of tuition fees during the LOC process; deeming this a violation of regulations, the Board has ordered an immediate halt to such practices. The CBSE has further stated that only the prescribed examination fee is permissible during this process, and strict action will be taken against any form of arbitrary conduct.

LOC Process Divided into Three Phases: The CBSE has divided the process for submitting the LOC for the Class 10 second board examination into three distinct phases. In Phase 1, only the LOC form is to be filled out; no fees are to be collected. The objective of this phase is to estimate the total number of students intending to appear for the examination. Conversely, in Phases 2 and 3, students will be permitted to modify their subject choices—by adding or dropping subjects—and to deposit the prescribed examination fees. This entire process is to be completed through the respective schools.

What Are the Board's Directives? The CBSE has issued directives to all affiliated schools mandating that no additional or unauthorized fees of any nature be collected during the submission of the LOC. Schools are permitted to collect only the specific examination fees explicitly prescribed in the official LOC circular. All schools are required to adhere strictly to CBSE regulations; any instance of non-compliance will result in punitive action.

Action to Be Taken for Violation of Rules: The Board has issued a stern warning that any violation of these directives will be viewed with extreme gravity, and strict punitive action may be initiated against the defaulting schools. This decision has brought immense relief to students and parents, as the Board had been receiving persistent complaints regarding the imposition of unnecessary financial burdens during the LOC submission process. Consequently, students are now required to pay only the prescribed examination fees.
