BIHAR GOVERNMENT IMPLEMENTED THE BIHAR PRIVATE SCHOOLS (FEE REGULATION) ACT 2019

7-APRIL-ENG 26

RAJIV NAYAN AGRAWAL

ARA----------------------------The Bihar Private Schools (Fee Regulation) Act, 2019, implemented by the Government of Bihar, explicitly states that no private school may compel parents to purchase books, uniforms, or other materials from a specific shop. Under Rule 4.6, parents are granted the right to purchase these materials from any vendor of their choice, as per their own convenience.

Despite this, many private schools continue to openly flout this law, forcing parents to purchase supplies at inflated prices from designated shops. This constitutes not only a violation of the law but also a blatant injustice against the common people.

The government must take strict action against such schools and ensure that penalties are imposed in accordance with Rule 7. Furthermore, the district administration should proactively conduct regular inspections to curb such arbitrary practices.

We also appeal to parents to remain aware of their rights and to raise their voices against any form of coercion.

Education is a service, not a business—and it is the collective responsibility of us all to prevent it from being turned into a trade.
