SHAHPUR NAGAR PANCHAYAT EXECUTIVE OFFICER SUSPENDED

21-MARCH-ENG 11

RAJIV NAYAN AGRAWAL

ARA--------------------------Acting on the directives of Vijay Kumar Sinha—Minister of Urban Development and Housing, who also serves as the Deputy Chief Minister—Md. Neshat Alam, the Executive Officer of the Shahpur Nagar Panchayat, has been suspended from his post with immediate effect. This action has been taken based on serious allegations of gross negligence and financial irregularities committed in the discharge of departmental duties.

A detailed inquiry report submitted by the District Magistrate of Bhojpur served as the basis for this suspension. According to the report, an application seeking approval for the building plan for the construction of a hospital and training center was not processed in a timely manner. As a consequence of the delays introduced into the process by the Executive Officer, significant discrepancies were subsequently discovered in the penalty assessment procedure once the complainant had commenced construction work.

During the course of the inquiry, it came to light that the penalty had been calculated in a manner contrary to established rules and was riddled with errors. While the actual penalty amount should have been ₹12,72,860, it was unjustifiably inflated and fixed at ₹19,09,290. This case not only highlights administrative shortsightedness but also serves as a prima facie indication of serious financial irregularities. Upon the corroboration of these allegations, the department took swift action and issued the notification regarding the suspension.

During the period of his suspension, Md. Neshat Alam's headquarters has been designated as the office of the Municipal Commissioner, Purnia Municipal Corporation. Through this action, the department has conveyed a clear message that transparency, adherence to timelines, and accountability are paramount in government operations. The department has issued a stern warning that negligence in the discharge of duties or arbitrary conduct by officials at any level will not be tolerated under any circumstances, and that such strict action against erring officials will continue in the future.

The case involving the Shahpur Nagar Panchayat appears to be not merely confined to the personal negligence of a single official; rather, it also exposes deep-seated flaws within the departmental operational framework. The process for approving building plans has long been a subject of discussion due to its inherent complexity and sluggish pace. In many instances, the fact that applications remain pending for months compels applicants to commence construction work without formal approval, thereby giving rise to situations involving penalties and corruption. The Shahpur case stands as a vivid illustration of this very administrative lethargy.
