ARA----------------------------An extremely peculiar and concerning situation regarding development work has come to light in the Shahpur Nagar Panchayat of this district. Typically, in any municipal body, the construction of roads is carried out in accordance with the government budget, a formal tender process, and established technical standards. However, in Shahpur—contrary to these established procedures—roads have been constructed by collecting donations from the general public. When questioned about these substandard roads, an official—in the presence of the Nagar Panchayat's Executive Officer, Shubham Kumar—personally admitted that these roads were built using funds collected by local councilors through public contributions.
This entire modus operandi raises several serious questions regarding the fundamental principles of transparency. The most significant question is the complete absence of any public record indicating exactly who donated and how much money was contributed. Furthermore, no information board has been installed at the construction sites to clarify that these roads were built using donated funds. In today's social media era—where people rarely forget to share photographs of their participation even in religious or minor social activities—the fact that the donors behind such a massive construction project remain anonymous gives rise to numerous suspicions.
When the accountability for development works shifts away from the government machinery and constitutional regulations to rely instead on private contributions or donations, ensuring adherence to standards of transparency and quality becomes nearly impossible. This situation not only casts a shadow of doubt over the efficiency of municipal governance but also paves the way for new avenues of corruption. If the quality of these roads deteriorates in the future, who will be held accountable? After all, this project was neither executed under a formal tender process nor is there any clear evidence of supervision by government engineers.
The town's former Vice-Chairman, Gupteshwar Sah (alias "Gupta Ji"), stated that this entire sequence of events should be viewed as a calculated strategy. He suggested that if one were to lodge a complaint regarding the quality of any road at the municipal office, the likely response would be that the road in question was constructed using donated funds. Referring to the incident in Ward No. 03, he stated that whenever public outrage over substandard development escalates, such tactics are frequently employed to quell it. Once the matter has cooled down, the municipal administration...
Meanwhile, Jhuniya Devi, the Deputy Chief Councilor of the Nagar Panchayat, questioned why—if the Nagar Panchayat's budget was indeed available—the situation arose where donations had to be solicited for road construction. Has the government machinery failed, or is this merely a ploy to conceal the embezzlement of funds? She asserted that development work should not rely on the charity of donations, but rather be executed in accordance with regulations and as a matter of accountability on the part of the municipal government. Instead of attempting a cover-up, the Nagar Panchayat administration should take cognizance of this episode and conduct a thorough investigation into the matter, thereby preventing future irregularities committed under the guise of public works.
