ARA-----------------------Amidst developments involving Bharat Bhushan Tiwari—a social activist from Bilauti village in Bhojpur district—the issue of alleged corruption in the rehabilitation of displaced persons from Javainiya is gaining momentum. In this regard, Saurabh Tiwari, an advocate practicing in the High Court and Supreme Court, has submitted a formal complaint to the Chief Secretary of Bihar. The letter demands a high-level inquiry, conducted by an officer of the rank of Additional Chief Secretary, into the alleged financial irregularities that occurred during the rehabilitation scheme.
The complaint alleges that the crores of rupees spent by the government on rehabilitating the displaced persons were not utilized properly. It is alleged that instead of being provided with suitable land, the displaced families were settled on low-lying, pit-like terrain, creating a housing crisis for them. Furthermore, the complaint highlights large-scale financial irregularities regarding the installation of handpumps, housing schemes, and other development works at the rehabilitation site.
Highlighting the efforts of Bharat Bhushan Tiwari, the letter notes that he had long been raising his voice against these irregularities. He had attempted to expose the alleged corruption by gathering scheme-related documents via RTI, a move that led to a conflict with the local administration. Now, demands for an investigation into the alleged malpractice in the rehabilitation process are intensifying alongside his case.
To ensure impartiality, the complainant has urged that the SDO (Sub-Divisional Officer) of Jagdishpur and the CO (Circle Officer) of Shahpur be removed or transferred until the investigation is concluded. The advocate argues that their continued presence in office raises the risk of tampering with government records and evidence.
It is worth noting that the issue of rehabilitating the displaced persons was also prominently raised during a *Mahapanchayat* (grand public meeting) held on June 24, 2026, at the Kudwa Shiva Temple premises in Bilauti. This complaint submitted to the Chief Secretary has now given a new turn to the matter. Copies of the relevant letter have also been forwarded to the Public Grievance Redressal Officer of the General Administration Department and the Department of Revenue and Land Reforms, sparking a stir within administrative circles. The advocate has also urged for a time-bound investigation into the matter.
