ARA-----------------------------The Bihar Bar Council treats the district bar associations like slaves, arbitrarily making rules and betraying the trust of ordinary, learned advocates. The Bihar Bar Council provides nothing to the district and sub-divisional bar associations; instead, it seeks to control them. Elections are conducted arbitrarily in the districts. If you have connections in Patna, you can form an ad-hoc committee after your term ends and seize control of the association. The Bihar Bar Council does not run any programs for ordinary, learned advocates. Why is this the case? The All India Bar Council and the State Bar Councils have a five-year term, while the district and sub-divisional bar associations have only a two-year term. This is unjust. No learned advocate can develop the association during such a short tenure, which is why this two-year rule has been imposed.
Just as the All India Bar Council and the State Bar Councils have a five-year term, the district and sub-divisional bar associations should also have a five-year term so that any president or secretary can develop the association.
