ARA---------------------------Shahpur Nagar Panchayat, one of the important urban bodies in Bhojpur district, has seen a rapid increase in population over the past 18 years and the pace of urbanization has engulfed new areas, yet the official boundaries of the Nagar Panchayat remain unchanged from those set before 2007. Given the rapidly expanding urban infrastructure and the increasing needs of citizens, the demand for boundary expansion of Shahpur Nagar Panchayat has become not only necessary but also imperative.
Historical Perspective and Current Status: The current form of Shahpur Nagar Panchayat was determined before the first municipal elections in 2007. At that time, a total of 11 wards were formed based on the current population, geographical location, and mauzas. Since then, the landscape of Shahpur has completely transformed. The NH-922 four-lane highway, agricultural land has been converted into residential colonies, and commercial activities have expanded significantly. However, despite these changes, the city administration has not taken any concrete steps to update the demarcation.
An analysis of the current boundaries of the Shahpur Nagar Panchayat reveals a significant gap between the official boundaries and the actual urban expansion.
To the east: Samat Gosai (Holika Dahan Sthal), located near the petrol pump, is considered the final boundary of Ward No. 8. In reality, the Shahpur mouza extends much beyond this boundary. Due to the lack of boundary expansion, the developing residential areas beyond this area are deprived of civic amenities.
To the west: The road leading to Itwa Bolbam Chimney and Mishrawalia is marked as the final boundary of Ward No. 1. On the other hand, the Shahpur mouza extends up to the middle of the temple in Itwa. Due to this discrepancy, a portion of the same mouza is located in Itwa village under Shivpur Panchayat of Bihiya block.
The situation in the north and south: In the north, the boundary is fixed up to Gopalpur village under Ward No. 7. In the south, the drain (currently a road) of the Puraina government boring in Ward No. 10 is the final boundary, while the revenue mouza of Shahpur extends well beyond this. Formerly agricultural land is now rapidly developing into residential areas south of NH-922.
A retired official of the Shahpur Nagar Panchayat stated that in the past 18 years, the proposal for boundary expansion has never been seriously considered in the board meetings of the Shahpur Nagar Panchayat. The consequences are being borne by thousands of citizens who, while practically part of the city, are still excluded from the municipal services in government records.
1. Disorganized urban infrastructure: Due to the lack of boundary expansion, the construction of roads, drains, and public spaces in newly developing neighborhoods is not being planned.
2. Lack of civic amenities: Basic amenities like sanitation, streetlights, and waste management are limited to the older wards. People living in border areas yearn for these urban amenities.
3. Obstacles to development projects: Many major government schemes can only be implemented within the Nagar Panchayat area. Without the boundary expansion, those areas will not benefit from these schemes.
4. Loss of revenue: The area expansion will also increase the Nagar Panchayat's revenue, making more funds available for development work at the local level.
